The total estimated contract value for this project is between $350,000 and $400,000. THIS IS A TOTAL SET-ASIDE FOR SMALL BUSINESS CONCERNS ONLY Section B - Schedule This is firm, fixed price (FFP) procurement for: QKA ARSR Road Cleanup, Millings, & Swale - Oahu, HI. Contractor must furnish all labor, product, equipment, materials, supervision, permits, and insurance, etc. to complete the Road Cleanup, Millings, & Swale at the QKA Air Route Surveillance Radar (ARSR) site located in Oahu, Hawaii in accordance with all contract clauses, specifications, drawings and wage rates. The Contractor price must include all costs related to (a) direct and indirect labor, fringe benefits, overhead, G&A expenses, profit, material, equipment, other direct costs, insurance, freight, handling, transportation, inspection, testing, operation and maintenance manuals, bonds, etc, (b) federal, state, and local taxes, (c) all applicable fees permits, licenses, and (d) any miscellaneous charges. The period of performance is approximately 21 days after the issuing of a Notice to Proceed (NTP). The total estimated contract value is between $350,000 and $400,000. Proposals are due Tuesday, April 12, 2022 at 3:00 PM ET. THIS IS A TOTAL SET-ASIDE FOR SMALL BUSINESS CONCERNS ONLY. ) AMS clauses 3.2.2.3-42, Differing Site Conditions, and 3.2.2.3-43, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded under this SIR. Accordingly, FAA urges and expects offerors to inspect the site where the work will be performed. (b) Site visits may be arranged during normal duty hours by contacting: Name: Chris Ruff Address: Mt. Kaala Road Waialua HI 96791 Telephone:(202) 870-9399 Past Performance At least three (3) Customer Satisfaction Surveys from previous contracts over the past five (5) years on projects with same or similar size (projects no less than the proposed amount of $300,000 or higher) and scope (Road Cleanup, Millings, & Swale, Oahu, HI) are required by the offeror for this acquisition. The client/evaluator must submit the Customer Satisfaction Surveys via email to suzanne.t-ctr.huggins@faa.gov with "697DCK-22-Q-00196" in the subject header. It is advised that the Offeror distribute more than three client references as not all are returned, and receipt of less than three could lead to the Offeror's disqualification. It is the responsibility of the Offeror to confirm the FAA has received three Customer Satisfaction Surveys before the solicitation deadline. The FAA reserves the right to conduct interviews with provided references and to check other resources such as PPIRS to obtain past performance information. Customer Satisfaction Surveys are due no later than Tuesday, April 12, 2022 at 3:00 PM ET. SA19 QUESTIONS REGARDING THE SOLICITATION The Offeror may begin submitting questions and comments immediately after release of the SIR and up to April 4, 2022 at 2:00 PM EST. Responses to questions will not necessarily change the date proposals are to be received. Offerors must submit all questions and comments via E-Mail (Marc.LeMay@faa.gov); however, they must not be submitted via phone call. The FAA will respond by posting on SAM.gov on or about April 7, 2022. Questions and answers that clarify SIR details may be provided to all Offerors; however, the source of questions will not be identified. Discussions with potential Offerors may take place throughout the source selection process. Information disclosed as a result of oral or written discussions with an Offeror may be considered in the evaluation of the Offeror's submittal(s). Discussions with one Offeror does not necessitate communications with other Offerors. The FAA reserves the right to conduct discussions with all, some, or none of the Offeror(s), as circumstances warrant. The Contractor shall furnish all materials, labor, supervision, equipment, permits, insurance, etc. to complete the resurfacing of the of the site access road and miscellaneous site work at the Mt. Ka'ala Air Route Surveillance Radar (ARSR) radar site, located in the Mokule'ia Forest Reserve, Oahu, Hawaii. This work includes the following principle items: A. Refurbishment of the site access road asfollows: 1.Construction of a 3' high silt fence on both sides of the access road between Gate #1 and Gate #2 prior to construction. The Contractor shall maintain the silt fences for the duration of the project and remove them at the end of the project. 2. Compaction and clearing of the existing road within the limits of construction. 3.Placement of approximately 8,500 square yards of a 4" crushed gravel base, including all related grading and compaction. 3. Placement of approximately 8,500 square yards of geotextile fabric. 4. Placement of approximately 8,500 square yards of Government-Furnished recycled asphalt millings, 8 inches thick, along with an asphalt milling binder/sealer. This work includes all related grading, compaction in accordance with the applicable sections of this statement of work Division 2 specifications. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
