North Cedar Street curbs and gutter improvements Bid Packets may be obtained by prospective bidders at the City Hall in the City Manager's Office. All bids shall be submitted on official bid forms included in the bid packet. Questions pertaining to this Request for Bids are to be submitted in writing to the attention of Jeff Davis, City Manager, 201 W Broadway, or by email to jdavis@ci.brownfield.tx.us, . All questions are to be received in sufficient time to provide responses to all bidders prior to the bid opening date. To facilitate this, all questions must be received by March 22, 2022. All sealed bids shall be marked on the envelope exterior with the words "RFP 2022-0088 North Cedar Street Curb and Gutter Improvements", opening date and time, and the name and address of the firm offering the bid. All bids received after the aforementioned opening time shall be considered nonresponsive and returned to the bidder unopened. The bids will be presented to the City Council for their consideration on April 7, 2022. THE CITY OF BROWNFIELD RESERVES THE RIGHT TO REJECT ANY OR ALL BIDS. THE BID WILL BE AWARDED TO THE BIDDER WHO PROVIDES GOODS OR SERVICES AT THE BEST VALUE FOR THE CITY. IN DETERMINING THE BEST VALUE FOR THE CITY, THE CITY COUNCIL MAY CONSIDER: (1) THE PURCHASE PRICE; (2) THE REPUTATION OF THE BIDDER AND OF THE BIDDER'S GOODS OR SERVICES; (3) THE QUALITY OF THE BIDDER'S GOODS OR SERVICES; (4) THE EXTENT TO WHICH THE GOODS OR SERVICES MEET THE CITY'S NEEDS; (5) THE BIDDER'S PAST RELATIONSHIP WITH THE CITY; (6) THE IMPACT ON THE ABILITY OF THE CITY TO COMPLY WITH LAWS AND RULES RELATING TO CONTRACTING WITH HISTORICALLY UNDERUTILIZED BUSINESSES AND NONPROFIT ORGANIZATIONS EMPLOYING PERSONS WITH DISABILITIES; (7) THE TOTAL LONG-TERM COST TO THE CITY TO ACQUIRE THE BIDDER'S GOODS OR SERVICES; AND (8) ANY RELEVANT CRITERIA SPECIFICALLY LISTED IN THE REQUEST FOR BIDS OR PROPOSALS.
