Whenever a question as to the meaning of any portion of the specifications is in dispute, or where there may be more than one interpretation given to any portion of the specifications, the interpretation of the City of Fullerton shall be final. The City reserves the right to select the appropriate meters and strainers for City use based on any combination of: price, delivery time A.R.O., design, utility, service, repair support, City of Fullerton specifications, or other features that are deemed to be in the best interest of the City. All factors will be considered in the award process.
