The project consists of the installation of approximately 690 SY of concrete sidewalk and ramps, combined; approximately 4 small road sign assemblies; approximately 755 SY of topsoil and sod including vegetative watering; and approximately 70 LF of 24" TY II pavement markings for a pedestrian crosswalk. No oral interpretations will be made to any bidder. Each request for an interpretation shall be made in writing to the locality or engineer no less than seven (7) days prior to the bid opening. Each interpretation made will be in the form of an Addendum to the contract documents and will be distributed to all parties holding contract documents no less than five (5) days prior to the bid opening. It is, however, the bidder's responsibility to make inquiry as to any addenda issued. All such addenda shall become part of the contract documents and all bidders shall be bound by such addenda, whether or not received by the bidders. Each bid must be accompanied by cash or a certified cashier's check, drawn on a bank or trust company authorized to do business in the State of Texas, payable to City of Troy in an amount at least equal to five percent (5%) of the total amount of the bid, as a guarantee that a contract will be entered into. In lieu of cash or a certified check, the Bidder may submit a bid bond in the form prescribed in paragraphs 5.01 and 5.02 of the General Conditions. The right is reserved to reject any or all bids, to waive informalities, and to award contract or contracts which, in the opinion of the City of Troy, appear to be in its best interest. The City of Troy reserves the right to hold any or all proposals for the period of time from the opening of bids as specified in Section 00300, Bid Form. All contractors/subcontractors that are debarred, suspended, or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Minority Business Enterprises, Small Business Enterprises, and Women Business Enterprises, and Historically Underutilized Business firms are encouraged to submit bids.
