Project Scope : Buildings Rehabilitation/Renovation, Water Utilities, Trenchless Utility Construction, Sidewalks/Curbs/Gutters, Concrete/Formed/Flatwork/Foundation, Sawcutting/Sidewalk/Pavement, Excavation, Concrete Pavement Removal, Landscaping - Seeding, Waterlines The following are approximate quantities of some of the items that will be included in the bid. Final items and estimated quantities will be listed in the bid schedule: 1" Private Water Service - Open Cut (24 parcels) 575 LF \ 1" Private Water Service - Trenchless (94 parcels) 2300 LF \ Curb Stop Valve 60 EA \ Curb Stop Box 60 EA \ Reconnect to Interior Water Distribution 118 EA \ Additional Interior Plumbing 300 LF \ Finished Basement Restoration 10 EA \ Bed Rock Excavation 300 LF \ Insulation 700 LF \ Remove & Replace Curb & Gutter 80 LF \ Remove & Replace Concrete Sidewalk 2950 SF \ Remove & Replace Asphalt Driveway 65 SY \ Remove & Replace Concrete Driveway 1180 SF \ Lawn & Landscape Restoration 1180 SY \ Spot Relay Sanitary Lateral - up to 5 LF 15 EA \ Relay Sanitary Lateral - up to 30 LF 10 EA \ Traffic Control 1 LS \ Utility Potholing 10 EA \ This is a unit price contract. The estimated quantities as indicated above and on the Bid Schedule are inserted only for the purpose of determining the low bidder. The Contract letting shall be subject to the provisions of Sections 62.15, 66.0901, and 66.0903 of the Wisconsin Statutes. If the successful bidder fails to execute the contract and furnish the required bonds within 15 days after the Award, the Bid Security shall be forfeited to the City of Cedarburg as liquidated damages. All service replacements shall be substantially completed by October 1st, 2022, with final completion for all restorations completed by October 15, 2022. Bids shall be submitted on the electronic bid form provided, and all required blanks must be filled in for the bid to be accepted. No bid may be withdrawn for a period of 45 days from the date of the bid opening. The City of Cedarburg will be utilizing Safe Drinking Water Loan Program (SDWLP) funding, administered by the WDNR, for all private side Lead Service Lateral replacement costs. The following requirements apply: A. Davis-Bacon: The work for this project is subject to the Davis-Bacon and Related Acts (DBRA) compliance provisions. The contractor shall use the Prevailing Wage Rate shown in the Davis-Bacon Wage Rate Tables issued by the U.S. Department of Labor Wage and Hour Division. The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which required that all laborers and mechanics employed by contractors and sub-contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wages rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. B. American Iron and Steel Requirement (AIS): All Iron and Steel products provided by the contractor shall be produced in the United States and comply with the American Iron and Steel Requirement (AIS) as mandated in the EPA's State Revolving Fund programs. The contractor shall provide AIS certification for all iron and steel products supplied for this contract. C. Disadvantaged Business Enterprise (DBE) Program contractors, including MBE's and WBE's, are encouraged to submit bid proposals. If any subcontracting is done, the prime contractor must make a Good Faith Effort to solicit bids from qualified DBE firms, including MBEs and WBEs. Prior to the award the City will be reviewing the Contractor's submittals in order to meet the qualifications under minority-owned or woman-owned business. In addition, the City encourages MBE's and WBE's to submit Bid Proposals. In case the successful bidder fails to execute such contract and provide the required bonds and insurance certificate within the time specified, the amount of the check or bid bond shall be forfeited to the City as liquidated damages. The City of Cedarburg has the right to reject any and/or all bids received, to waive any minor defects or irregularities that may be found in the bids, and to accept the bid that is in the best interest of the City. Bidder awarded a contract for the work shall be required to furnish a Performance Bond and a Payment Bond in the full amount of the contract price.
