The State of Ohio Department of Transportation (ODOT) Construction and Material Specifications (CMS) (2019 Edition), and The City of Troy Construction Specifications shall govern this project except as noted herein. If the specifications are found to be in conflict, the City of Troy or its designated representative shall determine which shall be followed. B. DEFINITIONS 1. The following definitions will govern over those in ODOT CMS a. Item 101.03 - Department shall be the City of Troy, Ohio. b. Item 101.03 - Director shall be the Director of Public Service and Safety of the City of Troy, Ohio. c. Item 101.03 - Engineer shall be the City Engineer of the City of Troy, Ohio. d. Item 101.03 - State (or City) shall be the City of Troy, Ohio acting through its authorized representative.
