Metro is seeking consultants to assess the region's current public, private and non-profit garbage, recycling and reuse infrastructure, identify services gaps, and present potential approaches and a plan for future system investments Specifically, the plan will include: 1. An overview of the facility-based garbage, recycling and reuse services necessary for achieving the goals of the 2030 Regional Waste Plan, 2. The current and anticipated gaps in those facilities and services, 3. Alternative scenarios for the public, private and non-profit sectors to fill the gaps or mitigate the need to fill them over the next 20 years, and 4. An implementation plan and financing options for Metro's role in advancing the plan and building new facilities. The outcome of this Project will be a Garbage and Recycling System Facilities Plan ("SFP" or "Plan") that is supported by regional stakeholders and approved by Metro Council that centers racial equity by including representatives of historically marginalized communities in the development of the Plan. Plan outcomes will support advancing environmental justice within the garbage and recycling system and will be guided by the vision, values and principles found in the 2030 Regional Waste Plan. This Project is expected to be completed within 15 months of hiring a consultant, with a complete Plan brought to Metro Council for adoption at its completion, expected July 2023.
