The Project consists of the following upgrades at the City's Wastewater Treatment Plant located at 410 Defiance Rd., St. Marys, Ohio: Demolition of the previously abandoned Aeration and Final Settling Tanks, Blower Building, and Chlorination Building and Tank and of the existing 45 ft. diameter Sludge Holding Tank; to make room for the addition of a new Sludge Dewatering Building and Dewatered Sludge Storage Facility. New Sludge Dewatering Building will house new multi-drum volute style sludge dewatering press and supporting polymer feed and dewatered sludge conveyance equipment to transfer dewatered sludge from the press to the Dewatered Sludge Storage Facility. Additional conveyance equipment will be located within the Dewatered Sludge Storage Facility for distributing the dewatered sludge. Removal of existing equipment and piping from the existing Sludge Control Building and 55 ft. diameter sludge storage tank to allow for new piping and equipment to be installed including: a sludge grinder and sludge press feed pumps, new sludge inlet, outlet, and supernatant piping to/from the existing Sludge Storage Tank, and a large bubble mixing system for the tank. Upgrades to the existing Ultraviolet Disinfection Facility and existing Plant Pumping Station including replacement of existing equipment, structural modifications needed to accommodate new equipment and structural repairs. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternative bid items as indicated in the Bid Form. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence on projects of similar size and complexity, and a complete listing of all subcontractors to be used. Each Bidder must be a Bidding Documents Holder as defined in Article 1 of the Instructions to Bidders. Bid security shall be furnished in accordance with the Instructions to Bidders. Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders. The Contract Times will commence running as indicated in the General Conditions. Contract Times for completion and provisions on liquidated and special damages, if any, are indicated in the Agreement. The City of St.Marys, Ohio, reserves the right to waive any irregularities and to reject any or all bids. . Scope: 1. CONTRACTOR shall provide a temporary field office for CONTRACTOR's use with not less than the minimum facilities specified. 2. Provide required temporary storage and work sheds. 3. Obtain and pay for required permits and utilities. Field offices and sheds shall comply with Laws and Regulations Owner will contract with a third party contractor to remove, dismantle and dispose of the existing east Sludge Storage Tank cover and to remove the pumpable contents of the existing Sludge Holding Tanks and the Interchange Tanks. See Section 01 11 13, Summary of Work, for further details. The CONTRACTOR shall provide all labor, materials, equipment, supervision and incidentals required to remove, and dispose of the remaining contents (wastewater, sludge, grit, sand, water, etc.) of the Sludge Holding Tanks, prior to the start of demolition work. a. CONTRACTOR shall clean the interior tank walls and floor and the tank internals of the holding tanks to receive the demolition Work prior to commencing demolition work in each holding tank. b. The CONTRACTOR shall provide all equipment necessary to complete the tank cleaning. This shall include, but is not limited to, all sludge dewatering equipment, hoses, lines, pumps, conveyors, trucks, electrical cable and safety equipment. B. Site Conditions: 1. The two sludge holding tanks provide thickening and holding of municipal wastewater treatment plant (WWTP) sludge. Removal of sludge from the sludge holding tanks takes place twice annually, once in the spring and again in the fall. Timing of the sludge removal is primarily driven by the availability of the fields for land application 2. Sludge Holding Tank Dimensions and Volumes: a. Sludge Holding Tank No. 1 (West): 1) Diameter: 55 feet. 2) Overall Depth: 34 feet. 3) Side Water Depth: 32 feet. b. Sludge Holding Tank No. 2 (East): 1) Diameter: 45 feet. 2) Overall Depth: 26 feet, 3) Side Water Depth: 24 feet. 3. The sludge holding tanks are each classified as a confined space. Perform Work in accordance with governing regulations and practices for entering and working within a confined space. 4. The sludge holding tanks may contain explosive gases associated with the digestion of municipal sludge. CONTRACTOR shall have proper training for, and experience with, working within these conditions and handling the contents to be removed from the tanks.
