The project shall include, but is not limited to, 1.5" mill and overlay of south half-width of the roadway (+-1,785 ft) by milling and placing 1.5" thick of 9.5mm wearing course, traffic control and all necessary incidental work, appurtenances and site restoration for said construction as set forth in the Project Manual. All work and material must be in accordance with current Pennsylvania Department of Transportation (PennDOT) Publications 408 and 447 and supplements. Bidders do not need to be PennDOT pre-qualified. A certified check or bank draft payable to the order of Delaware Township, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. Construction Performance and Payment Bonds are required in the amount of one-hundred (100) percent of the Contract as awarded. Bidders are hereby notified that Prevailing Wage Rates must ONLY be paid on local transportation projects over $100,000 in accordance with the Act 89 Transportation Plan. Each Bidder (and Bidder's subcontractor[s]) must ensure that employees, and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Bids may be held by the Delaware Township Board of Supervisors for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract.
