The Pennsville Sewerage Authority (PSA) is seeking proposals for General Service Annual Contracts for CIPP Lining and Manhole Restoration. Due to the nature of the work being performed and skills/products necessary to complete the various types of work, this project is being dividing into two (2) Contracts (Contract A and Contract B) to be separately awarded. Contract A will consist of work related to CIPP Lining. Services for Contract A are intended to be for work required on an "On-call" and "As needed" basis as described within the technical specifications and related Contract Documents. Contract B will consist of work related to primarily the restoration of manholes. Services for Contract B are intended to be for work required on an "On-call" and "As needed" basis as described within the technical specifications and related Contract Documents. The documents will be provided on CD for your use. Paper copies of the documents will not be provided. Bids must be submitted on the proposal forms provided within the documents in the manner designated therein. Bids must be enclosed in a sealed envelope bearing the bidder's name and address labeled "Bid for General Service Annual Contracts for CIPP Lining and Manhole Rehabilitation" and addressed to the Pennsville Sewerage Authority, Wastewater Treatment Plant 183 Delaware Drive, Pennsville, NJ 08070, Attention: Kimberly Lockwood, Authority Clerk. If forwarded by mail, the sealed envelopes containing the bid must be enclosed in another envelope addressed to the Pennsville Sewerage Authority. Pennsville Sewerage Authority Notice to Bidders General Service Annual Contracts for CIPP Lining and Manhole Rehabilitation PSA-147-02 . All bidders are required to provide a copy of the contractors and subcontractors business registration certificate(s) issued by the Department of the Treasury in accordance with Section 1 of P.L. 2004, c.57 (C.52:32-44). All Contractors and subcontractors must also comply with the "Public Works Contractor Registration Act" (P.L. 2203, c.91). The successful bidder must comply with Affirmative Action requirements pursuant to Public Law 1975 C. 127 (N.J.A.C. 17:27) as revised and amended to date, and must furnish an Initial Project Manning Report (AA201) upon execution of the Agreement. Contractor is advised of the responsibility to file an annual disclosure statement on political contributions with the New Jersey Election Law Enforcement Commission pursuant to N.J.S.A. 19:44A-20.13 (P.L. 2005, c271, s3) if the contractor receives contracts in excess of $50,000.00 from public entities in a calendar year. It is the Contractor's responsibility to determine if filing is necessary. Additional information on this requirement is available from ELEC at 888-313-3532. The Contracts, if awarded, will be to the lowest responsible bidder whose bid proposal conforms to the requirements set forth in the Contract Documents. The Pennsville Sewerage Authority will award the Contract or reject the bids within sixty (60) municipal days after the date of the bid opening. Should there be any reason the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the Pennsville Sewerage Authority and the bidder. The Pennsville Sewerage Authority reserves the right to reject any and all bids in whole or in part, and to waive any informalities or minor defects therein, should it be deemed in the best interest of the Pennsville Sewerage Authority.
