The City of Vienna is seeking sealed bids for the River Road Water System Improvements project located along River Road. The project includes the following: Construction of approximately 3,400 lineal feet of 12-inch water main, gate valves, hydrants, and service reconnections together with necessary appertaining work. The City of Vienna reserves the right to reject any or all bids, and to waive any informality therein: No bid may be withdrawn after that time for a period of ninety (90) days. Bidders will be required to comply with the President's Executive Order No. 11246 which prohibit discrimination in employment regarding race, creed, color, sex, and national origin. A certified check or bank draft payable to the City of Vienna, Wood County, or a Bid Bond executed by the bidder and bidder and surety company approved by the City of Vienna, in the amount equal to five percent (5%) of the bid. There will not be any bid bonds returned or waived because the bidder failed to (or able to) comply with the requirements set forth in the plans, specifications, and any applicable statutes of the United States, West Virginia, or local ordinances. This funding for this project includes grant funds provided under the American Rescue Plan Act (ARPA). Bidders shall comply with all required contract provisions for projects receiving Federal aid including, but not limited to, the provisions of Executive Orders 11246 and 11475, domestic preferences for procurements, procurement of recovered materials, anti-lobbying, equal employment opportunity, debarment and suspension, and Clean Air and Water Act. Bidders must comply with all laws pertaining to the federal wage rates issued in accordance with the Davis-Bacon Act. Any contractor submitting a bid on this project hereby certifies, acknowledges, and indicates that he/she has a license and meets the qualifications required by the statues of the state and subdivision in which the work is to be performed.
