The Village of Glen Ellyn is requesting proposals from interested and qualified firms for a Water Storage Facility Evaluation including preparation a water storage facility report. The Village of Glen Ellyn is located approximately 25 miles west of downtown Chicago, in DuPage County, Illinois. The Village is a Home Rule municipality operating under the Village Board-Manager form of government and was incorporated in 1834. The Village covers an area of 6.96 square miles with no territorial expansion. The Village's water and sewer utility currently serves a population of 28,846 (2020 census data). The Village owns and operates two, 1-million-gallon concrete water storage facilities. One reservoir at Newton Ave and the other on the property of Public Works Reno Center. Water storage tanks need to be periodically inspected and cleaned to help maintain good water quality in the distribution system, and to help extend the life of the tank. Regular tank inspections can also help to identify small problems that may develop into major problems that can create health related issues, lead to costly repairs or premature tank failure. Tanks that are not periodically cleaned can cause contamination events that can harm human health or can contribute to customers' aesthetic complaints. There will be a Question & Answer Session on April 4, 2022 at the Glen Ellyn Public Works Reno Center. A Zoom option will be available, please submit a request for that invite to the contact information listed on the first page of the document. No questions will be addressed after this meeting. CONSULTANTS are advised to become familiar with all conditions, instructions, and specifications governing this Proposal and where applicable, the CONSULTANT shall inspect the site and conditions pertinent to the work involved. Failure to make such an inspection shall not excuse the CONSULTANT from performance of the duties and obligations imposed under the terms of the contract. Once the award has been made, failure to have read all the conditions, instructions and specifications of this contract shall not be cause to alter the original contract or to request additional compensation. Proposals may be withdrawn or canceled at any time prior to the proposal due date and time by signing a request therefore. Such request MUST be submitted in writing to the Utilities Superintendent. After the proposal due date and time no proposal shall be withdrawn or canceled for a period of ninety (90) calendar days. The successful CONSULTANT shall not withdraw or cancel its proposal after having been notified by the Utilities Superintendent or his designee that said Proposal has been accepted by the Village Board. No proposal will be accepted from or contract awarded to any person, firm or corporation that is in arrears or is in default to the VILLAGE upon any debt or contract, or that is a defaulter, as surety or otherwise, upon any obligation to said VILLAGE, or that has failed to perform faithfully any previous contract with the VILLAGE. The VILLAGE shall accept the proposal that is in the best interest of the VILLAGE to accept. The CONSULTANT, if requested, must present within ten (10) working days, evidence satisfactory to the Director of Public Works of its ability and possession of necessary facilities, financial resources, and adequate insurance to comply with the terms of these specifications and contract documents. The Director of Public Works or his designated agent shall represent and act for the VILLAGE in all matters pertaining to this proposal and contract in conjunction therewith. The VILLAGE reserves the right to accept or reject any and all proposals or to waive technicalities and to disregard any informality on the proposal, when in its opinion the best interest of the VILLAGE will be served by such actions. Written notification of award of contract will be mailed to the successful CONSULTANT within seven (7) working days of the President and Board of Trustee's decision. The method of contractor selection has not been determined at this time.
