The Department of Toxic Substances Control (DTSC) is soliciting bids from qualified bidders with expertise in the response to and removal of hazardous waste and hazardous substances from illegal drug labs, off-highway emergency response services, and natural and/or man-made disaster-related hazardous waste removal, including, but not limited to, wildfires, floods, earthquakes, train derailments, etc. for six (6) geographical areas. Instructions for submitting any questions about the content or the competitive process are outlined in Section X, General Information. The purpose of this solicitation is to award six (6) contracts for the specified services. In submitting your bid, you must comply with these instructions. DTSC is not obligated to award and reserves the right to reject all bids. CONTRACTOR (Contractor) agrees to enter into a Contract with the Department of Toxic Substances Control (DTSC) to provide personnel and equipment resources to mitigate the release or threatened release of hazardous substances associated with illegal drug labs, off-highway emergencies and natural and/or man-made disasters including but not limited to, wildfires, floods, earthquakes, train derailments, etc. in geographical areas 1-6 (refer to Figure 1 in Exhibit A for the counties that comprise the six geographical areas). Contractor shall have all the personnel, equipment, materials, and training necessary to comply with provisions of this Contract from the beginning term date through the termination date of the Contract. The Contractor must hold all appropriate, required California contractor licenses and certifications. Contractor must continuously demonstrate that it can meet or exceed stated performance requirements throughout the term of the Contract. This Contract may be amended in writing for time and/or funding at the same rates, for up to $30,000,000 as necessary. Contractor is expected to comply with all applicable Contract provisions (as may be amended from time to time). Performance shall start no later than on the expressed date set by DTSC and the Contractor, after all approvals have been obtained and the Contract is fully executed. Should the Contractor fail to commence work at the agreed upon time, DTSC, upon five (5) days written notice to the Contractor, reserves the right to terminate the Contract.
