Site work for a water / sewer project in New Kensington, Pennsylvania. Completed plans call for site work for a water / sewer project.

Each Bid Proposal shall have with it a Bid Bond which has, as security, either a corporate surety or a bank or cashier's check payable to the "Municipal Authority of the City of New Kensington" same in an amount equal to ten percent (10%) of the Bid Proposal submitted. No Bid Bond shall be waived or returned because the Bidder has failed to, or cannot comply with, any requirements set forth in the plans, specifications, or any applicable federal or state statutes and regulations or municipal ordinances. No Bid Proposal may be withdrawn for sixty (60) calendar days after the scheduled closing time for its receipt. All contractors must adhere to Act 127 of 2012 (Public Works Employment Verification Act), Nondiscrimination/Sexual Harassment Provisions, State Contractor Responsibility Program, the Americans with Disability Act, Anti-Pollution Regulations, Contractor Integrity Provisions, Prohibition of Illegal Alien Labor on Assisted Project Act and the Right-of-Know Law. The Authority does not discriminate regarding race, color, religion, sex, national origin, disability or age in its employment procedures and practices or in access to the Authority's services and programs. The Authority reserves the right to reject any or all Bid Proposals or to waive any informality in the Bidding. This project is for the relocation of approximately 160 l.f. of new 8" PVC waterline in Upper Burrell Township, Westmoreland County. The proposed waterline relocation will be completed as part of a PADOT bridge replacement project on a section of SR4075, known locally as Shaffer Hill Drive, over Little Pucketa Creek. The waterline relocation will be completed by the Municipal Authority of the City of New Kensington prior to the bridge work. Relocation design options were limited by the ability to secure ROW access from the adjacent landowner, stream conformation and proposed bridge facilities. Overall disturbance for the project will be approximately 0.14 acre. The construction will be limited to the placement of the waterline. Disturbance will be kept to a minimum and all erosion and sedimentation controls must be installed and functional before site disturbance begins within the tributary areas of each of the controls. CFS will be placed at this crossing to prevent any additional sediment impact to the stream. Seeding and mulching with erosion control blanket will be used to stabilize impacted areas within 50 feet of the stream at the location of the leak repair. After final stabilization has been achieved, temporary controls must be removed, and areas disturbed during the removal of the controls must be stabilized immediately. The Work to be done under the Contract, as shown on the Plans and Specifications, shall include the furnishing and complete installation of all Materials and any other necessary Work required for proper completion, operation and use of the facilities. All the equipment, Materials and labor that may be necessary to complete the Work and place it in satisfactory operation, implied or intended in the Plans and Specifications, shall be furnished and/or installed by Contractor without extra cost to the Owner. The offer or proposal for the Bidder submitted on the prescribed form setting forth the prices for the Work to be performed. The titles or headings of the various divisions, sections, paragraphs, subparagraphs or of Shop Drawings, and the Table of Contents and the indexes, as used in any of the Contract Documents are for convenience of reference only and are not intended to limit and shall not be construed as in any way limiting the application of the text.
