The Town of Clayton (as referred to as "the Town" or "Clayton") is seeking Statements of Qualifications from one or more qualified firm(s) to draft a Small Area Plan/Master Plan for Clayton's Downtown area. The Downtown Area includes the areas identified in the 2045 Comprehensive Growth Plan as "Downtown Core," "Downtown Support," and "Downtown Neighborhood," or more generally the area bounded by US 70 Business on the south, Stallings/Main Street intersection on the west, NC 42 at E. Front Street on the east, and E. and W. Stallings Streets on the north. A detailed scope of services is provided in Section 4 of this solicitation. Awarded consultant must provide the following services and deliverables, as set forth in this RFQ and more particularly described in this Section 4. The Downtown Area includes the areas identified in the 2045 Comprehensive Growth Plan as "Downtown Core," "Downtown Support," and "Downtown Neighborhood," or more generally the area bounded by US 70 Business on the south, Stallings/Main Street intersection on the west, NC 42 at E. Front Street on the east, and E. and W. Stallings Streets on the north. According to the 2020 U.S. Census, Clayton, located in Johnston County, is the largest, fastestgrowing municipality in the fastest-growing county in North Carolina. Much has changed in Downtown Clayton since the last master plan for the area was adopted in 2010. As such, the Town is seeking a new master plan to regulate and manage growth in the Downtown core and surroundings. Town staff want this master plan to be consistent with the Clayton 2045 Comprehensive Growth Plan, which Town Council adopted in November 2021, as well as the Unified Development Code, which will be undergoing an update concurrent with this project's timeline. Requests for clarification and questions to this RFQ must be received by the Town no later than the date shown above in Section 1.3, entitled "RFQ Timeline", for the submittal of written inquires. The Town will not entertain any further questions after the due date. All questions related to this solicitation must be submitted in writing (via email) to the following individual: Proposals must be enclosed in a sealed envelope or package and clearly marked with the name of the submitting company, the RFQ Number and the RFQ Title. Proposers must submit one (1) signed original, one (1) electronic version and six (6) copies of the signed proposal. The electronic version of the Proposal must be submitted as a viewable and printable Adobe Portable Document File (PDF) on a flash drive. Both hard copy and electronic versions must be received by the Town on or before the RFQ submittal date and time provided in Section 1.3. Proposals received after the RFQ deadline above will not be considered.
