Site work for a transportation facility in Lafayette, New Jersey. Completed plans call for site work for a transportation facility.
This is a State of New Jersey funded project (#7326319). To bid on this project your company must have a valid and current business license issued by the State of Jersey. You will be required to provide a Performance and Payment Bond in an amount equal to the value of the contract. Prevailing wage rates will apply for laborers, craftsmen, and apprentices, and you will be required to submit a certified payroll record. To be eligible, Bidders must provide a copy of their FRA 219 Drug & Alcohol Testing Plan along with the acceptance of their plan by the Federal Railroad Administration with their bid form. To be eligible, Bidders must provide proof of proper Roadway Worker Training (RWT) Certification. Training must include NORAC Electronic Device Rules. Bidder must provide a list of all employees certified for NYS&W Records. This will be required for all field employees working on NYS&W tracks. To receive training, Contractors may go online and take the Spark Training Solutions Course SPRK-RW2141 Roadway Worker Protection. All Bidders shall submit their Bid based on completing the Work by July 29, 2022. Submittal of a Bid is acknowledgment that the Bidder understands that the Bid is to complete all Work on time, including all construction, clean-up and demobilization, no later than July 29, 2022. Within five (5) business days of notification of preliminary acceptance, the Bidder shall submit a Construction Schedule showing the dates the various work tasks will begin and be completed. The schedule shall show all applicable major work items, submittals, critical path items, and milestones. Final award of the contract is subject to NYSW's acceptance of the Construction Schedule. The right is reserved by The New York, Susquehanna and Western Railway Corporation to waive any informality and reject any or all bids. Work will include the following activities 1. Clear existing vegetation within the project limits and Railroad ROW as necessary to construct the proposed project. Remove and dispose of vegetation off railroad ROW. 2. Survey proposed project using the following guidelines: A. Centerline of new track is 12'-8" from near rail on the parallel main line. B. Shoulder break point (at top of tie) is to be 18'-8" to outside shoulder from near rail on parallel main line. Side slopes are to be 1V:2H or flatter as approved by the NYS&W. C. Top of completed sub ballast is to be 15" below top of tie on parallel main line. D. Sub Ballast is 12" of compactable crushed material. E. Compacted granular pit run material is acceptable for fill up to the bottom of sub ballast. Fill should be placed in no more that 1 ' lifts with vibratory roller compaction between each lift. F. Establish a parallel drainage ditch for the length of the project, slope to drain. Ditch bottom width = 4'. 3. Excavate existing ground where required within the project limits to construct the proposed roadbed. Remove and dispose of soft silts, clays, organics and other unstable subgrade materials as directed. Backfill with NYS&W approved granular materials. 4. Place suitable excavated material generated from within the project limits or sourced from a local quarry where required to construct the proposed roadbed. All materials/sources to be approved by the NYS&W. 5. Compact and proof roll all subgrade surfaces. Remove and replace any soft or unstable material with approved granular material and recompact. Grade and compact finished sub ballast surface. Compaction to 95% modified proctor unless otherwise approved. 6. Maximum lift thickness for all fill and sub ballast materials is 8". Compaction to be performed with an approved ride-on vibratory roller. 7. Remove and dispose of existing concrete battery box shown in diagram. 8. Extend existing culverts to include the new roadbed. Match existing pipe sizes. New pipe material to be plastic/HDPE or ductile iron as approved by the NYS&W, installed at a depth that meets or exceeds the manufacturer's recommended minimum depth of cover for E-80 railroad loading. Connect new and existing pipe with a NYS&W approved cast in-place reinforced concrete collar or heavy duty manufactured coupling. 9. Hydroseed all ditch lines, backslopes and disturbed earth surfaces outside of the completed sub ballast surface. 10. Furnish, install and remove as necessary all required soil erosion and water pollution protection devices and measures such as silt fences, check dams, hay/straw bales, temporary seeding, construction entrances, etc. 11. Access will be from Old Lafayette road MP 63.62 DOT#861182P. Any addition access from local landowners will need to be arranged privately between land owner and contractor. 12. Railroad will provide flagging. Workdays will be Monday through Friday unless approved by the railroad. No equipment or material will be left fouling the main line after hours.
