Owner Office Greenfield District / Capital Program Mgmt Contract Type Project Specific Compensation Method Negotiated Labor Rate Two Step Scoring No Allowable Profit Rate 7.8% Plus Overhead Factor Is Federal Funding Involved Yes # of Firms to Select 1 Construction Inspection Services Reconstruction of Interchange, including bridge construction, pavement construction and small structure replacement, at I-465/I-69 on the northeast side of Indianapolis The selected firm shall provide construction inspection services for Contract R-43518 (aka Clear Path 2). The Letting Date is November 16, 2022. This project includes the construction of approximately 14 bridges on I-465 and I-69, added travel lanes on I-69, ramp construction, and several small structure replacements. Construction is anticipated to begin in the Spring of 2023, with a Substantial Completion Date in late fall of 2025. Some ancillary operations may take place in the spring of 2026. INDOT anticipates needing one Project Engineer/Supervisor, two Assistant Project Engineers, 10 Inspectors and one part-time P6 Schedule Reviewer. The Project Engineer/Supervisor shall have, at minimum, 6 years of Construction Supervision experience, with an emphasis on bridge construction. Experience with CRC Pavement is also preferred. The Assistant Project Engineers/Supervisors shall have at least 4 years of experience supervising bridge construction/reconstruction projects. Experience with CRC Pavement is also preferred. Project Engineer/Supervisor and Assistant Project Engineers/Supervisors must provide proof of Sitemanager Certification prior to being approved to work on this project. Each Inspector must have, at minimum, 1 year of highway construction experience and shall have passed all six of the Certified Technician Program Modules prior to being assigned to the project. As an aggregate, the Inspectors shall have had experience with bridge and pavement construction and earthwork. The schedule reviewer shall be experienced in analyzing transportation construction schedules in Primavera P6 scheduling software. The selected firm shall provide inspection personnel local to the project such that neither lodging nor subsistence expenses will be incurred for inspection activities. The selected firms personnel shall work under an INDOT Area Engineer or their designee. INDOT will control the hours and staffing of these personnel who may be required to work up to 16 hours per day, nights, and during the winter season. Contract R-38526 (aka Clear Path 1) will be under construction when Clear Path 2 begins. It is expected that a number of operations between the two contracts will overlap. At times, coordination between the inspection teams will be necessary to ensure that all operations are adequately staffed with respect to inspection, testing, and documentation. The selected firm shall furnish all construction field testing equipment necessary to sample and test materials in accordance with INDOT procedures. The Letter of Interest (LOI) must specify the names of the project engineers, supervisors, and inspectors who will be supplying the services on this construction contract. These individuals will be rated on the scoring form in the Project Manager category. Also, a map showing the locations of these personnel must be provided in the LOI. Personnel identified in the LOI who are not full-time employees at the time of the LOI submittal, shall be identified with explanations of employment status. The LOI must identify the specific subject area certifications that personnel have obtained through the INDOT Certified Technician Program (CTP) unless the personnel are exempt. INDOT will not reimburse for any time or expense incurred in obtaining certifications at any time. The selected consultants fee proposal shall be due 15 calendar days after the selection date for this RFP item. INDOT does not allow consultants that performed design to be the prime consultant for inspection and does not allow these consultants to provide the PE/S service. See the INDOT Conflict of Interest Policy for more information. A field overhead rate will be used for this contract. Consultants without audited field overhead rates may propose a field rate at the time of contract negotiation.
