This project will be procured as a 100% Small Business set-aside under North American Industry Classification System (NAICS) code 238220 Plumbing, Heating, and Air-Conditioning Contractors. The size standard for this procurement is $16.5 million. Pursuant to HHSAR 326.603-1(h), preference will be given to Indian Economic Enterprise (IEE) offerors who are technically capable and provide fair and reasonable pricing. Period of Performance: 360 calendar days after Notice to Proceed. A winter exclusion for this project is established between 1 December - 1 March and shall be indicated in the contractor's construction schedule. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1,000,000 and $5,000,000 in accordance with FAR 36.204 The contractor shall furnish all labor, equipment, materials, supplies, supervision, and transportation necessary and incidentals, in order to perform Project 129162, Replace Heat Plant, in accordance with the attached Scope of Work (see Section C), specifications, technical provisions, and drawings. Firm-Fixed-Price Item 1. COORDINATION, TIMELINE, & LOCATION Location: 1. All work will be conducted in the Pine Ridge Hospital located in Pine Ridge, SD. The address is: Pine Ridge Hospital 607 Indian Health Road Pine Ridge, SD 57770 Timeline: 1. The period of performance of this contract shall be 360 calendar days from the Notice to Proceed (NTP). 2. INTRODUCTION & PURPOSE Under this project, the contractor shall replace the existing heating plant in Pine Ridge. The existing heating plant is original to the building construction of 1991 and is past its useful life. SCOPE OF WORK The primary purpose of this project is to demolish and replace the existing heating plant and domestic water heaters inside the Pine Ridge Hospital physical plant in Pine Ridge, SD. All work shall be completed according to this statement of work and the attached contract design drawings and specifications created by the design consultant. The Pine Ridge Hospital heating system must remain operational throughout the duration of construction and shall not be 100% shut down at any time without advanced notice and coordinated scheduling with the Facility Manager, CO, COR, and the PM. There is a phasing plan shown on the construction drawings and specifications but final phasing shall be closely coordinated with all IHS staff. In the event the heating system or domestic water system must be shut down at any time for any reason, the contractor shall conduct the shut down and work outside the normal business hours of 8 AM - 5 PM MT. The contractor shall plan to work on premium time outside normal business hours or weekends, and bid work accordingly if it is anticipated that the heating plant or domestic water system will need to be shut down at anytime for any reason. The contractor shall submit a detailed shut down schedule for any and all shut down periods. The contractor shall work around the hospital staff and operations for coordination and scheduling of any heating or domestic Solicitation 75H70122R00036 Project: Replace Heat Plant- Pine Ridge, SD Page 7 of 61 water system shut down periods. The contractor shall complete PCRA and ICRA documentation and all permitting according to item 6 below. The contractor foreman and/or superintendent shall sign all PCRA/ICRA and permitting paperwork and post in work area according to hospital requirements. Contractor shall coordinate closely with the Facility Manager, COR, PM, Infection Control Nurse, and the Safety Officer for final phasing plan, scheduling work, and all permitting. All contractor personnel shall enter the hospital from the back parking lot, near the loading dock, and through the double doors. All contractor personnel are required to pass a daily Covid check and shall be required to wear a mask inside the hospital throughout the duration of construction. All contractors shall sign the daily work log located in the maintenance shop before starting work. No contractor personnel will be allowed to start work without passing the Covid check and signing into the daily work log. INQUIRIES (COMMUNICATION WITH THE CONTRACTING OFFICE) (a) Offerors shall submit all questions concerning this solicitation in writing to the Contracting Officer at matt.sanders@ihs.gov. Questions should be received no later than 7 days prior to the proposal receipt date to allow time for a response. Responses to inquiries received after this date will be at the discretion of the Government. Any responses to questions will be writing included in an amendment to the solicitation, without identifying the questioner. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern evaluation of offers and performance of the contract. Information provided with each question should include a specific page, paragraph, clause or definitive citation requiring clarification or concern. (b) All inquiry emails shall have the name of firm, address, and contact number included in the text body of the email and be associated with a specific, named individual - first and last name and their position in the firm. (c) DO NOT directly contact the COR or other Government personnel listed in the Specifications/Drawings. These personnel have been informed to direct all questions by interested offerors to be submitted to the Contracting Officer, at matt.sanders@ihs.gov. A. Change the NAICS from 238220 Plumbing, Heating, and Air-Conditioning Contractors to 236210 Industrial Building Construction. B. Change the small business size standard from $16.5M to $39.5M. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
