The City of Melville is seeking Proposals for the Construction Contract Administration (CAA) and Resident Engineering Services during Construction (RESDC) of a Solid Waste Landfill Vertical Landfill Expansion Project ("the Project"). The purpose of this Request for Proposal is to select a qualified Proponent to complete the construction contract administration, including site inspections, as described in this RFP. The landfill is a vertical expansion on the existing landfill footprint which minimizes the environmental footprint and maximizes the use of the existing site. Key design features include low permeability liners, leachate collection system, scale, asbestos storage, and public drop-offs for refuse and recyclable materials including asbestos, asphalt shingles, compost, concrete, metals, and white goods. The operating plans include full-time supervision at the site by City staff and active compaction of the waste to prolong the landfill life. A composting area is included in the southern portion of the site to divert compostable material from the waste cells. The landfill design consists of six rectangular cells, the average size of each cell is approximately 120 meters by 90 meters. A conceptual design has been completed for all six cells. The proposed construction in the cells includes grading to level the existing surface of Cells 1 through 6 which will serve as the landfill "floor," and full construction to put Cells 1 and 2 into operation. The City has recently advertised the tender for the General Contractor to construct Cells 1 and 2 only, with construction due to commence in May 2022 and to be substantially completed by September 30, 2022. The Method of Contractor Selection has not been determined at this time.
