Construction Contract Administration & Resident Engineering Services, Wastewater Treatment Facility Synopsis: The City of Melville is seeking Proposals for the Construction Contract Administration (CCA) and Resident Engineering Services during Construction (RESDC) of a Wastewater Treatment Facility Upgrade Project ("the Project"). The purpose of this Request for Proposal is to select a qualified Proponent to complete the construction contract administration, including site inspections, as described in this RFP. The City of Melville's ("the City") existing wastewater treatment facility (WWTF) is a facultative lagoon system including a 13.5 ha treatment cell and five storage cells with a total storage capacity of approximately 298,000m3. The lagoons are located approximately 1km north of the City. The WWTF has reached its capacity and the City wishes to expand and upgrade the facility to meet its treatment and storage needs for a design population of 7000 in the year 2042. The goal of the expansion to the current treatment system is to provide a facility to treat and store domestic wastewater generated by homes and businesses in Melville in accordance with applicable regulations over a 20-year design horizon. This involves expanding the current storage capacity of the facultative lagoon system capacity with the construction of new storage cells and improving the treatment capacity by adding mechanical treatment. The WWTF upgrade is a critical component to accommodate existing needs and future growth for the City of Melville. The capacity of the existing WWTF is a current barrier to future growth. The City of Melville prides itself on being stewards of the environment, and this treatment upgrade will be exceptionally advantageous to achieve this goal. 1 Clarifications requested by Bidders must be in writing prior to 5:00 pm March 23, 2022.
