Site work and paving for a mixed-use development in Spencer, Iowa. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Base Bid: 6" & 8" PVC water main; 12" Reinforced concrete pipe (RCP) storm sewer and storm sewer structures; and 6" inch thick reinforced portland cement concrete pavement. Said project also includes items of work such as removal of existing street pavements and driveway approaches. The work will take place on 14th Avenue W, south of W 4th Street and on West 4th Street between 14th Avenue W and Tompkins Ct in Spencer, IA. Alternate No. 1 8" PVC water main along E 18th Street between 3rd Avenue E and 5th Avenue E. Said Alternate No. 1 also includes composite pavement removal and reinforced portland cement concrete pavement patches. Major items of construction and approximate quantities thereof for the "2022 14TH AVE W WATER AND SEWER PROJECT, SPENCER, IOWA," are as follows: Base Bid: 6" PVC Water Main 320 Ln. Ft. 8" PVC R/J Water Main (Trenchless) 150 Ln. Ft. 3/4" Type K Cu Service Line (Trenchless) 300 Ln. Ft. 12" RCP Storm Sewer 240 Ln. Ft. 6" PCC Pavement 800 Sq. Yds. Alternate No. 1: 8" PVC Water Main 60 Ln. Ft. 8" PVC R/J Water Main (Trenchless) 615 Ln. Ft. Reinforced PCC Pavement Patches 210 Sq. Yd The contractor shall have 30 consecutive calendar days to complete Alternate No. 1 of the project. Said 30 day period shall be between May 16, 2022 and June 16, 2023. The contractor shall complete all work covered by Alternate No. 1 on or before the 30th calendar day following the commencement of work at the site, or June 16, 2023, whichever comes first. Each proposal/bid shall be made out on a proposal form furnished by the Engineer and must be accompanied by bid security as defined in Iowa Code Section 26.8, as security that the successful bidder will enter into a contract for the work bid upon and will furnish after the award of contract a corporate surety bond, in a form acceptable to the Utility, for the faithful performance of the contract, in an amount equal to 100% of the amount of the contract. The bidder's security shall be in the amount equal to five percent (5%) of the amount of the Bid and shall be in the form of a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or on an FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a bid bond on the form provided in the contract documents with corporate surety satisfactory to the Utility. The bid security shall be made payable to Spencer Municipal Utilities. The bid security must not contain any conditions either in the body or as an endorsement thereon. Such bid security shall be forfeited to the Utility as liquidated damages in the event the successful bidder fails or refuses to enter into a contract within fifteen (15) days after the award of contract and post satisfactory Performance and Payment Bonds.
