The objective is to have efficient and effective grading of Papakomeka Road (aka Pine Street South), during the snow-free and unfrozen periods for the next two (2) years, in accordance with the identified standard, frequency, and schedule. The Work will involve the supply of a motor grader complete with one-way plow and wing and operators to provide twenty-four (24) hours per day, seven (7) days per week coverage to the Ministry for the duration of the Contract. This Work involves grading full-width gravel surfaces to remove or improve deficiencies, including but not limited to the following: potholes, distortions, cuts and gouges, loose rocks, improper cross fall and windrows. The Contractor will be responsible for providing a grader and qualified operator to grade the described portion of Papakomeka Road. "Qualified" means a person that has all appropriate licenses to operate the specified equipment and has operated a similar piece of equipment for grading purposes. The person shall understand and be able to operate the equipment including all apparatus and controls in a safe, efficient and effective manner while completing the Work. The Contractor will ensure that the equipment operators fill out the "Contractor's Operator Qualification Declaration" form included attached as Schedule 3. The Contractor will be responsible for providing a grader and operator to grade the described portion of Papakomeka Road. The first 43 KM of Papakomeka Road shall be graded every 21 days. The first grading will commence once the frost is out of the ground and continue until the Timmins District NDMNRF determines the road has frozen and there is snow accumulation (Typically early to mid November). The Timmins NDMNRF will notify the operator of the last scheduled grading. A grading schedule will be established once the first grading is started. Please note that the 21-day schedule starts from the day the grading process is initiated, not 21 days from the completion of each grading.
