The Consultant selected will ensure the adequate operation, maintenance, and protection of the City Service Area prior to final disposition of portions of property and facilities to third parties. The Consultant shall have demonstrated experience in managing and securing large properties, erosion and sediment control, provide expert advice to the City in property maintenance, anticipate problem and provide solutions, be flexible and able to adjust to unique issues involving challenges of a former military base in an urban environment, and perform maintenance functions at a high level determined by the City to be necessary to ensure that the property is compliant with regulatory requirement senforced by local, regional, state and federal agencies. The Consultant shall at all times be proactive in protecting the City's property and interests. Tustin Legacy (former Marine Corps Air Station Tustin) is comprised of approximately 1600 acres and bounded by Edinger Avenue to the north, Jamboree Road to the east, Barranca Parkway to the south and Red Hill and Armstrong Avenues to the west. The property subject to this solicitation for services is located in the central portion of Tustin Legacy and is comprised of approximately 580 acres (City Service Area). A majority of the property is currently vacant with limited improvements, and a significant portion of the site has been mass graded. The property has had three previous caretakers since portions of the former military base were conveyed to the City of Tustin (City) by the Department of the Navy (Navy) in 2002. Certain portions of the site have been retained by the Navy with final conveyance to the City expected in the next several years. The initial caretaker was responsible for maintaining the existing facilities and grounds of the property prior to site preparation activities commencing. From 2006 to mid-2010, site preparation commenced and a new caretaker was retained by Tustin Legacy Community Partners, LLC (TLCP), the former developer of the property. During this site preparation stage, caretaker services evolved from maintaining existing conditions to erosion and sediment control. During this time, most of the existing military infrastructure was demolished or removed. An RFP was issued for caretaking and property management services in 2010, and a new caretaker was selected and has been acting in that role to this day. The City is responsible for administering the property management contract for the property and facilities located at Tustin Legacy whether owned by the City and/or leased by the City from the Department of the Navy ("City Service Area") as shown on Attachment 1. The City has also elected to maintain approximately 77 additional acres of property not owned or leased by the City that is include in the City Service Area.
