Spanish Fork City (City) plans to retain a Qualified Environmental Professional (QEP) to satisfy the terms of its EPA Brownfields Community-wide Assessment Grant. The successful applicant must have considerable experience with brownfields and redevelopment as well as a pragmatic approach to the work which results in realistic outcomes and relies extensively on collaboration with local stakeholders. The City will accept prior to the deadline, receipt of an electronic (PDF) copy of the Proposal on a USB drive in lieu of, or in addition to, an emailed version. The City will not accept any proposal submitted by facsimile, or any method other than that stated in the RFP. Any proposal that is received after the due date and time will not be accepted. If it becomes necessary to revise the RFP in whole or in part, an addendum will be provided to all proposers on record through online. All questions must be submitted through email to Brandon Snyder, Senior Planner, or through online Questions may be submitted as often as needed, but questions should be submitted by no later than March 23, 2022. Questions and answers will be updated on online weekly. It is anticipated that notice of selection will take place by no later than April 7, 2022. The City may request finalists to be available for an interview and potentially make a proposal presentation. The QEP selected will be expected to begin work by no later than April 25, 2022. The City reserves the right to modify the schedule at its discretion. Proposer bears all costs and expenses related to the RFP, including, but not limited to, preparation and delivery of the proposal, and attending any meetings or requested interviews. All proposals and all information submitted as part of or attached to any proposal shall become the property of the City. The City reserves the right, in its sole discretion, to use or allow the selected proposer to use without limitation any and all information, concepts, and data submitted in response to this RFP, or derived from further investigation of such proposals. The method of contractor selection has not been determined at this time.
