SCOPE OF WORK The Western Clinton County Recreation Authority (WCCRA) property located at 222 Saint Clair Avenue, Renovo, PA 17764 has a roof that is leaking. The building was originally constructed circa 1913 and the gymnasium roofing itself is 28 years old. This roof has been leaking for 2 years with patching ongoing. When repairs were made recently to prevent further leaks, it was discovered that the original wooden base of the roof was rotted under plywood and shingles. Clinton County 2020 CDBG will be used to make the repairs The Western Clinton County Recreation Authority (WCCRA) will receive sealed bids for roof repairs at 222 Saint Clair Ave.,Renovo, Pennsylvania. A certified check payable to the order of Western Clinton County Recreation Authority, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the contractor must establish a 3% goal for female participation and a 5% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000. WCCRA is utilizing federal funds for this project, and has adopted Minority and Women Business Enterprise (MBE/WBE) in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 135 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. Successful bidder shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. The Section 3 Action Plan applies to contracts of $100,000 or greater and requires the contractor to strive to meet the minimum participation level of 10% of the contract amount to be awarded to Section 3 business concerns, and 30% of all new hires shall be Section 3 residents. WCCMA, in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts apply to this Project. Bids may be held by WCCRA for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. WCCRA reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts. CLARIFICATION DEADLINE 5/13/2022 5:00 PM
