The Yorba Linda Water District is soliciting proposals from qualified Consultants to provide an updated Hydraulic Model and Water Master Plan for the Yorba Linda Water District (District). The District is a public agency that provides water services to residents and businesses in the City of Yorba Linda, and parts of Placentia, Brea, Anaheim, and unincorporated Orange County. The District's water system consists of 6 major zones and each major zone is divided into subzones with a total of 20 subzones ranging from a hydraulic grade line of 428 feet to 1390 feet. The District owns and operates 352 miles of water mains with 25,385 service connections, 9 groundwater wells, one untreated and 3 treated imported water connections with Metropolitan Water District of Southern California (MWD), 12 booster pump stations, 14 underground reservoirs, 43 pressure reducing stations, and 9 emergency interconnections with neighboring agencies. The District has planned for 2 additional wells, Well 22 and Well 23. The District is also completing construction of a water treatment plant at its headquarters that has a rated capacity of 19 million gallons per day (MGD), and a maximum capacity of 25 MGD. The extended period simulation (EPS) hydraulic model for the District's distribution system was last updated in 2018. The hydraulic model was developed using the InfoWater software. The selected Consultant will update and calibrate the model, as well as document the process so it can be used by District staff. The selected Consultant will also provide a Water Master Plan. The planning period for this study is 25 years. The Water Master Plan shall evaluate the District's two water sources to determine the most efficient way to move water through the District and what improvements would be required to move a higher volume of groundwater through the system. For groundwater, this would include evaluating improvements and associated costs for achieving the Basin Production Percentages of approximately 75%, 85%, 95% and 100% The District is almost built out with predominately single and multi-family residential units. The major planned developments include 3 residential development projects that will add 400 moderate to above moderate income housing units. Additionally, the City of Yorba Linda is required to zone over 2,400 housing units for its Regional Housing Needs Allocation (RHNA) for the 2021-2029 Housing Element Cycle, with most units in the low to moderate income ranges. The District is also experiencing some infill development as well as the construction of Accessory Dwelling Units. The current population of 75,608 is projected to increase by only 3.7% over the next 25 years. The last Water Master Plan was completed in 2005, a copy of the plan is available upon request. The method of Contractor Selection has not been Determined at this time.
