The Work for this Project generally includes, but is not limited to, replacement of approximately 5,110 linear feet of 6-inch diameter water main, approximately 850 linear feet of 8-inch diameter water main, and approximately 450 linear feet of 10-inch diameter water main; replacement of approximately 170 water service connections, replacement of approximately 15 fire hydrant assemblies, installation of three (3) ADA ramps, surface restoration, and all other work identified in the Contract Documents. The Work includes all materials, equipment, labor, necessary apparatuses, and other miscellaneous labor and materials as contemplated by the Contract Documents. Clarification Deadline: 4/25/2022 4:00 PM Notice is hereby given that Capital Region Water has adopted the Minority Women and Disadvantaged Business Enterprise Plan to ensure that minority, women and other disadvantaged business enterprises have an equal opportunity to receive and participate in all project related construction contracts. Following the submission of DBE documentation in compliance with EPA Regulations regarding initial solicitations, it is the intent of Capital Region Water to ensure nondiscrimination in the award and administration of contracts, to create a level playing field on which minority, women, veteran, service-disabled-veteran, and LGBT-owned business enterprises can compete fairly for Capital Region Water contracts and subcontracts, to help remove barriers to the participation of minority, women, veteran, service-disabled veteran, and LGBT-owned business enterprises and to assist the development of firms that can compete successfully in the marketplace outside of this program. CRW will establish minimum participation levels (MPLs) for the MBEs, WBEs and other DBEs on a project-by-project basis. Notice is given that the project for which construction bids are being solicited hereby is a project constituting public works. The Contract Documents specify the federal Davis-Bacon Act requirements for the Project and are attached to the Bidding Documents. The wage rates will also be posted in a conspicuous location, visible to all of the contractors' employees. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 30, et al., through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process. All bidders are hereby notified that in regard to any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly the successful bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of work, or any other activity required under the contract on account of gender, race, creed or color. Each Bid shall be accompanied by a certified check or Bid Bond payable to "CAPITAL REGION WATER" in an amount of not less than ten percent (10%) of the total Bid Price in accordance with the provisions in the Instructions to Bidders. Capital Region Water reserves the right to reject any and all Bids, to waive any defects, errors, omissions, irregularities, or informalities in a bid or the bid procedure, and to accept any Bid deemed to be favorable to its interests.
