Site work for a civil project in Richwood, West Virginia. Completed plans call for site work for a water / sewer project.

The Project consists of the following contracts: Contract No. 1- Little Laurel Waterline Extension Contract No. 1 will consist of connecting a new water distribution pipeline to the City of Richwood's existing water pipeline approximately at the intersection of Little Laurel Road (County Route 391/88) and Riverside Drive. The distribution system would consist of underground water pipelines, various valves, fire hydrants, customer service lines, water meters, stream crossings, and highway crossings. The majority of the proposed work will be confined to the existing road right-of-ways, traveling mostly alongside Little Laurel Road. This extension is expected to serve sixteen (16) existing customers and eleven (11) new customers. Approximately 0.2 miles of 2-inch diameter waterline and approximately one-and-a-half (1.5) miles of 8-inch diameter waterline are expected to be needed for this extension. Contract No. 2 - Hinkle Mountain Waterline Extension Contract No. 2 will consist of connecting a new water distribution pipeline to the City of Richwood's existing water pipelines at their Ex. Lynn St. Water Storage Tank. The extended distribution system would consist of underground water pipelines, various valves, fire hydrants, service lines, water meters, stream crossings, highway crossings, one above ground booster station and building (approximately 150 GPM), and one pressure reducing station. The majority of the proposed work will be confined to the existing road right-of-ways, with the exception of the booster station, pressure reducing station, and the finished water storage tank. This extension is anticipated to serve one (1) existing customer and sixty five (65) new customers. Approximately 1.1 miles of 2-inch diameter waterline, approximately 0.3 miles of 6-inch diameter waterline, and approximately 6.7 miles of 8-inch diameter waterline are expected to be needed for this extension. Contract No. 3 - Hinkle Mountain Finished Water Storage Tank Contract No. 3 will consist of the installation of a new elevated 100,000 gallon potable water storage tank in Richwood, West Virginia, referred to as the "Hinkle Mountain Tank;" more specifically including but not limited to developing the tank site, providing and installing of a 100,000 gallon elevated potable water storage tank (approximately seventy (70) feet in height and twenty (20) to thirty (30) feet in diameter) it's foundation and all its appurtenances, constructing a gravel access road with drainage (approximately 1,250-feet in length) to the tank site, installation of approximately 1,175-feet of 8-inch PVC potable waterline from the proposed main to the proposed water storage tank, installation of chain link fencing and an access gate around the tank site, and installation of an underground electrical line to the tank site. Contract No. 4 - City of Richwood Water Treatment Plant Renovations Contract No. 4 will consist of partially renovating the existing City of Richwood Water Treatment Plant in Richwood, West Virginia; more specifically including but not limited to the following: removal and replacement of two (2) flocculator assemblies and two (2) flocculator drive motors, removal and replacement of two (2) tube settlers, removal and replacement of two (2) gravity filter underdrains, removal and replacement of two (2) gravity filter surface wash assemblies, removal and replacement of two (2) filters' mixed media in their entirety, removal and replacement of existing handrail within the treatment facility, removal of the existing finished water flow meter and installation of a new flow meter and flow meter vault, removal and replacement of three (3) existing high-service pump drives, removal and replacement of two (2) backwash pump drives, replacement of the existing water treatment plant main control panel, replacement of the existing actuated valves, installation of a new filter to waste drain line, modification of the existing backwash drain line(s), and sealant of cracks in concrete tank walls. Contract No. 5 - Existing Finished Water Storage Tank Renovations Contract No. 5 will consist of renovating an existing above ground 500,000 gallon welded steel potable water storage tank, most commonly known as the Lynn Street Tank, in Richwood, West Virginia; more specifically including but not limited to the following: clearing of vegetation around perimeter of tank at the site, installation of chain-link fencing around tank site, exterior paint removal lead abatement and re-painting, interior coating removal and lead testing and re-coating, replacing piping and valves in valve vault, replacing interior roof structure, safety improvements (replacing ladders, installing roof handrail, adding and replacing access hatches), roof vent replacement, tank overflow modifications, providing temporary potable water storage while the tank is being renovated, and ultimately testing and disinfecting the tank to place it back into service. Contract No. 6 - Radio Read Water Meters & Reading Equipment Contract No. 6 will consist of replacing one-thousand-twenty-nine (1,029) of the City of Richwood's existing 51/3-inch water meters and five (5) of their existing 1-inch water meters with drive by radio read water meters, providing twenty-seven (27) radio read water meters and transceivers for the Little Laurel waterline extension contract to the Contractor for Contract No. 1, seventy-five (75) radio read water meters and transceivers for the Hinkle Mountain waterline extension contract to the Contractor for Contract No. 2, providing twenty-five (25) radio read water meters and transceivers to the City of Richwood, and radio meter reading equipment to the City; more specifically including but not limited to the following: removal of existing water meters, installation of new drive by radio read water meters to replace existing meters, modifying the meter box lids to install radio read antennas, providing and setting up drive by water meter radio reading equipment, training Owner on operation and maintenance of meters and reading equipment, and initial setup of reading equipment software rogramming. BIDDERS on this work will be required to comply with the President's Executive Order No. 11246 and "HUD Section 109", which prohibits discrimination in employment regarding race, creed, color, sex, or national origin and requires certification of non-segregated facilities. Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting contract. Notice is hereby given that the City of Richwood has adopted goals for minority and female participation in the project work force. These goals are as follows: Female Participation: 6.9 percent Minority Participation: 4.2 percent. All BIDDERS must hold a current West Virginia Contractor's License on the date of bid opening. No BIDDER may withdraw their bid for a period of ninety (90) days after the time of the opening of the Bids. BIDDERS must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Wage Rates, the Copeland Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and the West Virginia Division of Labor Wage Rates. DBE REQUIREMENTS Each Bidder must fully comply with the requirements, terms, and conditions as set forth in the contract documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The bidder commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions by submitting a properly signed bid. The bidder agrees to make "good faith efforts" to sub-contract a portion of the total value of the contract to Disadvantaged businesses. This shall be done in compliance with the six (6) good faith efforts as outlined in 40 CFR 31.36(e). Failure to demonstrate good faith efforts may lead to rejection of bids. For the purpose of this program, the term "subcontractor" includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract. NONDISCRIMINATION IN EMPLOYMENT Bidders on this work will be required to comply with the President's Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The City of Richwood may waive any informalities or minor defects or reject any and all bids.
