Site work and renovation of a civil project in South Houston, Texas. Conceptual plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

Accordingly, the City of South Houston is seeking to contract with a qualified engineering firm to all preliminary and final design plans and specifications, perform construction oversite and to conduct all necessary interim and final inspections and other administration activities related to the projects as indicated in RFQ 2022- 01.Each response will be scored and ranked by a committee according to the RFQ Scoring Criteria. The City will conduct interviews and then negotiate pricing with the highest ranked respondent. If an agreement is not reached, then the City will negotiate with the next ranked continuing through the responses until an acceptable agreement is reached with a qualified firm. The City of South Houston reserves the right to reject any and all responses or to waive any informalities in the responses. Responses may be held by the City for a period not to exceed 90 days from the date of the Responses opening for the purpose of reviewing the Responses and investigating the Respondents' qualifications prior to the contract awards. This project will be federally funded by the American Rescue Plan (ARP) Act of 2021 - Coronavirus Local Fiscal Recovery Fund (CLFRF). Bidders shall comply with regulations governing the ARP and CLFRF. Applicable requirements include but are not limited to compliance with the Fair Labor Standards, Equal Employment Opportunity Affirmative Action, Section 3 of the HUD Act of 1968, and contracting with small, minority, and disadvantage firms. All firms and their sub-contractors that are debarred, suspended or otherwise excluded from, or ineligible for participation on federal assistance programs or are excluded from participation on State of Texas, or City of South Houston projects are not eligible to provide services under this RFQ, Section 3 Residents and Business Concerns, Minority Business Enterprises, Small Business Enterprises and Women Business Enterprises are encouraged to submit proposals.
