The City is soliciting qualification packets from professional companies experienced and qualified to perform consulting services for the City of La Mesa City Manager's Office and Public Works Department. Interested and qualified companies who have demonstrated their ability to provide comparable services are invited to submit proposals. This request is for qualified companies to assist with the preparation of a comprehensive amendment to the existing City of La Mesa Climate Action Plan (CAP). In March 2018, La Mesa City Council approved the Climate Action Plan (CAP), which charts a course to reduce community-wide greenhouse gas (GHG) emissions by 15% by 2020, and 53% below 2010 levels by 2035. Development of a CAP was identified as a mitigation measure in La Mesa's 2012 General Plan Update. La Mesa prepared the CAP and established targets consistent with State goals and guidance. The CAP provides a roadmap by which La Mesa can reduce its contributions of GHG emissions with 23 measures and 142 key actions in the categories of energy, transportation, solid waste, water, and green infrastructure. The CAP requires Annual Reports that update the La Mesa City Council on CAP progress once a year, the creation of an Implementation Plan, an update of the Implementation Plan every two years, and an update of the CAP five years after adoption. The City Council adopted the CAP as a qualified greenhouse gas reduction plan (Qualified Plan) under California Environmental Quality Act (CEQA) Guidelines Section 15183.5 (Tiering and Streamlining the Analysis of Greenhouse Gas Emissions). This CEQA section states that cities may analyze and mitigate the significant effects of GHG emissions at a programmatic level, such as a general plan or separate plan to reduce GHG emissions. The consultant hired to prepare the 2018 CAP ensured the document is consistent with Section 15183.5 and the City can use the CAP rather than project-level analysis for GHG emissions impact assessment under CEQA. Since the CAP is a Qualified Plan under CEQA guidelines, any revisions or amendments of the existing CAP that are made as part of this scope of work must maintain compliance with State CEQA Guidelines. CAP progress is monitored in collaboration with the San Diego Association of Governments (SANDAG) and the University of San Diego Energy Policy Initiative Center (EPIC). In total, the City has seen a community-wide GHG reduction of 10.93% since the 2010 baseline year for on-road transportation, electricity, natural gas, solid waste, water, and wastewater. To track GHG emissions reduction progress, SANDAG and EPIC conduct GHG emission inventory updates for all cities within the County of San Diego on a bi-annual basis for the prior two years. The comprehensive CAP update (CAP Amendment No. 2) will build on the adopted 2018 CAP for the scheduled five-year update. CAP Amendment No. 2 will involve tasks and responsibilities with public engagement, CAP revisions, and plan adoption. Proposals shall demonstrate Consultant's ability to facilitate, coordinate, and develop all facets of a successful CAP Amendment No. 2.
