Renovation of a municipal facility in Whiting, Vermont. Completed plans call for the renovation of a two-story above grade municipal facility.
The Town of Whiting is requesting bids for repairs to the Whiting Town Hall. The Town Hall was constructed in 1906 and is the center of the community, used for numerous events by many different groups. Parts of the foundation are damaged, especially on the south side, and many of the joists, especially on the north side, have extreme rot damage. These require immediate replacement or repair. See the attached Engineer's Report for more information. This project is funded using American Rescue Plan Act of 2021 (ARPA) State and Local Fiscal Recovery Funds and the selected bidder will be required to comply with all requirements of that funding The attached engineer's report provides more detail and additional recommendations, but applicant bids should only include these items: 1. Repair and patch the foundation of the town hall. 2. Repair floor joists where they have rotted or pulled away from the foundation. 3. Replace the tile floor around the perimeter of the building and in the areas that have been impacted by the floor work. 4. Install drainage gutter on the south side of the building. 5. Improve drainage issues around the base of the foundation. Other proposed work by the applicant can be included as a separate bid recommendation that may be considered. Contract Requirements 1. The Contractor will be required to provide the Town with a proof of general liability insurance, with the Town listed as additional insured, a W-9, and worker's comp if applicable. 2. The Contractor shall meet with the Select Board for a pre-construction meeting prior to commencement of the project. 3. The Town reserves the right to test any materials to assure they meet specifications. 4. The Contractor shall provide a one-year warranty on all workmanship, 5. The Contractor shall be responsible for making him/herself familiar with site conditions prior to submitting the bid, and no allowances shall be made in the contract for having failed to do so. 6. The Town, by its Selectboard, reserves the right to reject any or all bids and to accept any bid deemed by it to be in the best interests of the Town of Whiting. 7. The contractor agrees to indemnify, defend, and hold harmless the Town of Whiting and its officers and staff from all costs, claims, damages, liabilities, settlements and judgments that arise out of any breach of contract, negligence or wrongful act or omission of the contractor, or failure of the contractor to comply with state or federal law. 8. This contract may be terminated by either party with five days written notice without cause. If the contracted work is not complete, the Town will pay the Contractor only for the portion of completed work.
