Feasibility Study for Street Improvements on 198th Ave NW, 199th Ave NW, and Orchid St. NW Location: One ninety-ninth (199th) Ave NW east terminus is Lake George Blvd NW (CSAH 9) and its west terminus is a cul-de-sac just west of 199th Ave NW's intersection with Poppy St. NW. 199th Ave NW is approximately 1,300 feet in length. One ninety-eighth (198th) Ave NW east terminus is CSAH 9 and extends approximately 700 feet to its west terminus, which is Orchid St. NW. The section of Orchid St. NW that is proposed to be paved has a southern terminus with one ninety-seventh (197th) Ave NW and extends approximately 1,300 feet to its northern terminus with 199th Ave NW. Then general location of these streets is depicted in Exhibit 1. Existing Conditions: 198th Ave NW, 199th Ave NW, and Orchid Street consist of a gravel surface mixed with the underlying sand sub-base. Although it is difficult to determine the existing structural equivalence of intermixed sand and gravel, it is estimated that there is 2 to 4 inches of class 5 gravel. By comparing roadway alignments from aerial photography with plats of the city map, it appears that most of the roads are located in the approximate center of the right-of-way. Paving the 199th Ave NW cul-de-sac will require the acquisition of additional right-of-way or easements if a standard City cul-de-sac is constructed. Currently, no portion of the existing gravel turnaround is located within the right-of-way. A majority of the existing gravel turnaround is located on the property with parcel identification number (PIN) 43-002. An aerial photograph along with overlying plat in relation to the roadways is depicted in Exhibit 2. There are no documented culverts on the sections of road that are to be paved.
