Site work and paving for a mixed-use development in Greencastle, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

As of October 14, 2022, the project has been awarded, however, information regarding the awarded general contractor has not been confirmed at this time. For Greenmount Development Transportation Improvements - Phase I Project. The work indicated will be partially funded via a Multimodal Transportation Fund Grant (MTF) grant from the Pennsylvania Department of Transportation, Commonwealth of Pennsylvania. The bidding process, contract, and conduct of the work must meet the requirements of the MTF grant agreement, which has been entered into by 2017 Greenmount Road, LLC, and the Commonwealth of Pennsylvania. The agreement obligates 2017 Greenmount Road, LLC to certain compliance requirements. If said compliance requirements are not followed, funding for the project will be at risk. Bidder's attention is directed to the Technical Specifications Section of the bid package, which contains the MTF Reimbursement Agreement and related Additional Special Provisions as an attachment. These documents outline the specific requirements of the MTF program. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same. The Project includes full depth paving, guide rail installation, drainage work, ADA ramps, curb, mountable curb, concrete full depth pavement, concrete islands, roadside rehabilitation, and other associated items related to roadway construction. Each bid shall be accompanied by a bidder's bond, certified check, or cashier's check, in favor of 2017 Greenmount Road, LLC, in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by 2017 Greenmount Road, LLC All bidders must be PennDOT pre-qualified to submit a bid and must complete a non-collusion affidavit. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the Wage Rates determined for the project as stated in the Contract documents. Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, as determined by 2017 Greenmount Road, LLC. 2017 Greenmount Road, LLC reserves the right to reject any and or all bids on any basis and to waive any defects, errors, omissions, irregularities, or informalities in the bidding, as permitted by law, and to accept any Bid which it may deem to be for or in the best interest of the 2017 Greenmount Road, LLC in its sole and absolute discretion.
