PURPOSE:
The Virginia Department of Transportation is soliciting bids from qualified firms to provide spot disturbance, alterations, and demolition of lead based coatings from steel bridge elements as requested, on an "as needed" basis to VDOT Lynchburg District, per the specifications herein. Counties within the Lynchburg District are Amherst, Appomattox, Buckingham, Campbell, Charlotte, Cumberland, Halifax, Nelson, Pittsylvania and Prince Edward. The Contractor shall possess a Department of Professional and Occupational Regulation (DPOR) Contractor's license Class "A" or "B".
CONTRACT PERIOD:
Period of Contract: From date of award through one year. (non-renewable)
II. QUESTIONS REGARDING THIS INVITATION FOR BID:
Any questions regarding this invitation for bid shall be addressed to Robert Dowdle at robert.dowdle@vdot.virginia.gov. The issuing office shall determine whether any addendum should be issued as
a result of any questions or other matters raised. SPECIFICATIONS / CONTRACT REQUIREMENTS:
A. SCOPE OF WORK:
The contractor shall complete work that consists of spot disturbance, alteration, demolition and welding of lead
based coatings from steel bridge elements. This work shall consist of providing skilled labor to perform spot
disturbance, alteration, demolition and welding of lead based coatings from steel bridge elements.
Spot disturbance, alteration, demolition and welding of lead based coatings from steel bridge elements may
include, but not be limited to, the following tasks:
Welding/ Torch Cutting, OA, Plasma, Carbon Arc (Prep work for welding to be included in bid price -
Grinding, Hand Scrapping, Etc.)
Emergency Mobilization (defined as assignments that requires work to begin less than 4 hours of receipt
of a request Work Order or verbal request.)
The contractor shall provide the tools and equipment necessary to perform the identified tasks.
Access to the structure and any related traffic control will be provided by VDOT.
The contractor shall provide a workers protection program. At a minimum, the employer's worker protection
program for employees exposed to lead above the PEL should include:
o Hazard determination, including exposure assessment;
o Medical surveillance and provisions for medical removal;
o Job-specific compliance programs;
o Engineering and work practice controls;
o Respiratory protection;
Protective clothing and equipment;
o Housekeeping;
o Hygiene facilities and practices;
o Signs;
o Employee and Competent Person training; and
o Recordkeeping
In addition, to the Worker Health and Safety requirements, the contractor shall provide for appropriate
Environmental controls to capture, contain, collect, store, characterize, and dispose of waste material generated
during operations associated with the scope of the work.
