Legal Notice Broome County Is Seeking "Request for Qualifications" From All Interested and Qualified Survey Firms to Provide Services to the Broome County Department of Public Works and Other County Departments for a Period as Noted Below on an "as-needed" Basis as Determined by Public Works, Effective January 2023, for the Below Listed Individual Professional Services: Request for Qualifications Licensed Land Survey Services (3 Year Term) Professional Service Term Contracts for Broome County Department of Public Works Dpw Engineering Division (Primary) Other County Departments (Secondary) the County Reserves the Right to Award More Than One Contract Under This Solicitation Each Firm May Provide General Consultation / Technical Support, Planning / Programming, Design, Bidding, and Construction Support Services for Various Projects Within Broome County. The Specific Scope of Land Surveying Services May Include, but Not Be Limited to: (a) Field Work Including Construction Stakeout, Property Iron Replacement, Boundary Surveys, Right-of-way Stakeout, Highway and Bridge Field Surveys, Existing Site, Topographic, and Utility Surveys and Mapping; (B) Row / Easement Acquisition Services to Be Performed Under Required Federal / State Certifications, Standards and/or Procedures (to Be Provided Either Internally or as a Subcontract), Including Row / Easement Map Preparation, Title Search (Including Certification), Preparation of Appraisals, Appraisal Reviews, and Acquisition Negotiations / Closings; (C) Providing Miscellaneous Technical Support and Assistance as Necessary; and (D) Coordinating Review and Approval With Involved Agencies as Required. Selected Firm(S) Must Be Able to Transmit Work Product to the County in Both Autocad and Pdf Format. Broome County Would Be Interested in Learning About Any Drone and/or Scanning Services That Your Firm May Have Available to Use Under This Contract, Including Equipment/software That Is Used for Data Acquisition and Processing. All Work Under This Contract Is to Be in Accordance With All Applicable Federal, State and Local Rules and Regulations. It Is the Intent of Broome County to Select No Less Than Three (3) Qualified Firms for the Purpose of a More Detailed in-depth Evaluation of Qualifications in an Interview Situation. The Firms Chosen Will Be Asked to Address Their Professional Expertise as a Part of Their Submittal (and That of Their Sub-consultant Should One Be Proposed as Part of Their Team to Meet the Above Listed Requirements), With the Planned Scope of Services Briefly Outlined Above. The Criteria That Will Be Used for Selecting a Firm Will Be Based on Assessment in the Following Areas: (a) Specialized Experience, (B) Capacity and Capability of the Firm to Perform the Work, (C) Past Record of Performance, and (D) Proximity to and Familiarity With the Area in Which the Project Is Located. All Work Must Be Performed Under the Direction and Supervision of a Licensed Land Surveyor, Registered to Practice in the State of New York (Row / Easement Acquisition Work Will Also Be Required to Be Performed Under Appropriate State Certification). The Licensed Professional(S) Should Be Aware That Broome County Has Specific Professional Liability Insurance Requirements for Professional Services. Any Costs Incurred by the Firms Responding to This Rfq Are at the Firm's Own Risk and Expense as a Cost of Doing Business. All Materials Submitted Shall Become the Property of Broome County and Will Not Be Returned. Firms Are Hereby Notified That All Submitted Materials Are Subject to Disclosure Pursuant to the New York State Freedom of Information Law.
