JOB NO.: 21063 Rehabilitate, Mark, Light, and Sign Taxiway 'a' (50' X 1,500 Lf) and Pave New Taxiway Shoulders (20') (Base Bid) Rehabilitate, Mark, Light, and Sign Taxiway 'c' (50' X 400 Lf) and Pave New Taxiway Shoulders (20') (Add Alt. #1) TYPE OF CONSTRUCTION: Per the project title above, the Base Bid of the project includes the rehabilitation of 1,500'of Taxiway 'A' and the construction of new paved taxiway shoulders (20'); airfield lighting and signage; and drainage. The Additive Alternate No. 1 includes an additional 100' of Taxiway 'A' rehabilitation; the rehabilitation of 400' of Taxiway 'C' and the construction of new paved taxiway shoulders (20'); airfield lighting and signage; and drainage. Included in the work for the Base Bid and Additive Alternate No. 1is excavation; milling; placement of P-209 base course; placement of P-401 and P-403 Asphalt; restoration; airfield and general electrical; installation of drainage pipe, structures, and storm-water infiltration system; grading; disposal of excess material; safety plan compliance; and other ancillary work COMPLETION: The contract time for completion of all work is within 52 calendar days and a single 24-hour period for Base Bid only, or 60 calendar days and a single 24-hour period for Base Bid plus Add Alt No. 1, from the date specified in the "Notice to Proceed". Additional contract time restrictions exist for work in particular work areas as described in the Special Provisions section of the Contract Documents PROPOSAL SURETY: All bids must be accompanied by a Proposal Surety (Bid Bond or other instrument as described in the Instructions to Bidders). QUESTIONS AND CONTACT WITH THE OWNER: From the time of advertising until the actual bid opening for this Contract, all prospective Bidders, Contractors, Subcontractors, and Suppliers shall direct all inquiries related to this project solely to Amanda Sheridan, Project Engineer, McFarland Johnson, at asheridan@mjinc.com.The deadline for submitting inquiries related to this project is April 8, 2022. MINIMUM LABOR AND TRUCK RATES(DAVIS-BACON):All work under this project must comply with Davis-Bacon regulations as described in the Contract Documents. Federal Wage Rates are included in the Contract Documents. Work under this project must also comply with the State of Vermont Minimum Wage Rates as included in the Contract Documents. In all cases of conflict, the higher wage rate shall apply. BIDDING PROCEDURES: The Bidding Procedures as outlined in the Instructions to Bidders. CONTRACT BONDS:A successful Bidder entering into a contract for any portion of the work included in a proposal shall provide the Owner sufficient surety in the form of 100% Performance and Payment Bonds as outlined in the Supplemental General Provisions NONDISCRIMINATION IN CONTRACTS: The Owner will not discriminate against any bidder because of race, color, religion, sex, or national origin. FEDERAL CONTRACT PROVISIONS: In this bid process and the resulting Contract, if executed, all Bidders and Contractors must fully comply with the Required Contact Provisions for Airport Program and for Obligated Sponsors contained within the Contract Documents. DBE, SMALL BUSINESSES, and AFFIRMATIVE ACTION: The Contractor must comply with the Federal Disadvantaged Business Enterprise (DBE), Small Business, Equal Employment Opportunity (EEO), and Affirmative Action Requirements contained within the Contract Documents.2015Aviation projects sponsored by the City of Burlington utilize race-conscious DBE procedures. Bidders must comply with the requirements of 49 CFR Part 26, including Appendix A, which discusses making good-faith efforts, to ensure that all DBE's and Small Businesses are afforded the The right is reserved to reject any or all bids, to waive any formality and any and all technicalities in bids and to accept such bids as may be deemed in the best interest of the awarding agency.
