In addition, the City incurs no liability for the fact that the written opinions or any documents conveyed by the electronic system are incomplete or contain any error or omission whatsoever. Consequently, any tenderer must make sure, before tendering, to obtain all the documents related to this call for tenders via the SEAO. Any general information concerning this call for tenders may be obtained by contacting Ms. Joëlle Brassard, Eng., Assistant Director of Public, Technical and Environmental Works, at (450) 478-0211, extension 2041 or by email at jbrassard@villesadp.ca . Tenders must be valid for a period of ninety (90) days and be accompanied by a certified check or a tender guarantee issued by an insurance company for an amount at least equal to ten one hundred (10%) of the bid value, together with a letter of intent to issue a performance bond and a bond for labour, materials and services , each for a value of fifty percent (50%) of the tender value. Only bonds issued by companies holding an insurer's license in Canada and recognized by the Autorité des marchés financiers du Québec will be accepted under the terms of the tender documents. The applicable intergovernmental agreements are the following: Quebec-Ontario Agreement (ACCQO), Quebec-New Brunswick Agreement (AQNB) and Canadian Free Trade Agreement (CFTA). The City does not undertake to accept the lowest or any of the tenders received. It also reserves the right to reject all tenders received, if it deems it appropriate, without being held liable or subject to a lawsuit or claim for costs or losses suffered by the tenderers. The awarding of the contract, following this call for tenders, will be made subject to the approval of loan by-laws numbers 1024 and 1026 by the MAMH.
