Renovation of a water / sewer project in Snydertown, Pennsylvania. Completed plans call for the renovation of a water / sewer project.
This Project will consist of the electrical installation and construction necessary to provide a complete and functional electrical power system for the new wastewater treatment system. The Specifications and Plan Drawings may be examined at the Owner's office or the office of the engineer during normal working hours.No bid will be considered unless it is accompanied by a certified check or Bid Bond in an amount equal to at least ten percent (10%) of the total bid. The Bid Security shall be made payable to Snydertown Borough. All Bid Bonds must be accompanied by a Power of Attorney or suitable letter of commitment from a licensed surety company as described in the Instructions to Bidders and Specifications. The apparent low bidder shall submit Contract Bonds in the forms prescribed in the Specifications prior to receiving an award in accordance with Public Works Contractor's Bond Law of 1967 of the Commonwealth of Pennsylvania. Bidders must, if requested, submit a compliance report concerning their employment practices and policies in order to maintain their eligibility to receive the award of the contract. The Owner shall award the contract to the lowest responsive and responsible bidder or reject all bids within sixty (60) days from the date of the bid opening; and no bidder may withdraw his bid before the expiration of such 60-day period; provided however that if the award is delayed by the required approval of another government agency, the sale of bonds, or the award of a grant or grants, the Owner shall reject all bids or award the contract to the lowest responsible bidder within 120 days from the date of the bid opening, and no bidder may withdraw his bid prior to the expiration of such 120-day period. Thirty (30) day extensions of the date for the award may be made by the mutual written consent of the Owner and the lowest responsible bidder. PREVAILING WAGES: Attention of the bidders is particularly called to the requirements concerning the payment of not less than the minimum prevailing wage and salary rates specified in the Specifications and the conditions of employment with respect to certain categories and classifications of employees. NON-DISCRIMINATION IN EMPLOYMENT: Bidders are advised that all contracts and subcontracts exceeding $10,000 shall be performed in compliance with Executive Order 11246, entitled "Equal Employment Opportunity," as amended by Executive Order 11375 and as supplemented in the Department of Labor Regulations (41 CFR Part 60). BIDDERS MUST SUBMIT WITH THEIR BID PROPOSAL A SIGNED STATEMENT AS TO WHETHER THEY HAVE PREVIOUSLY PERFORMED WORK SUBJECT TO EXECUTIVE ORDER 11246, AS AMENDED. Bidders shall refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environment pollution, and preservation of public, natural resources that affect the project, said provisions being submitted as part of the specifications pursuant to Act 247 of the General Assembly of the Commonwealth of Pennsylvania approved October 26, 1972. Bids on each Contract must be submitted separately. The Owner reserves the right, at its option, to reject any or all bids, to waive any informalities, irregularities, defects, errors or omissions in any or all Bid Proposals, as the Owner may deem in its own discretion to be in its best interest The Work will be substantially completed within 120 days, after the date when the Contract Times commence to run
