The Village of Hanover Park (Village) is seeking Statements of Qualifications (SOQs) for Phase II design engineering for the County Farm Road Multi-Use Path Improvements on County Farm Rd from Greenbrook Blvd (just east of County Farm Rd) to the Metra Station. Refer to the enclosed location map. An existing HMA multi-use path exists along the north side of Greenbrook Blvd. from Lake Street to the entrance of the Aquatic Center, approximately 850' east of County Farm Road. The Village would like to extend this trail along the north side of Greenbrook Blvd, to County Farm Road, and then north along County Farm Road and Church Road to the Hanover Park Metra Station The Village has received outside funding participation in the form of both Illinois Transportation Enhancement Program (ITEP) funds and Surface Transportation Program (STP) funds for most of the project funding for Phase II engineering, Phase III engineering, and construction. Phase I is nearing completion and approval by the Illinois Department of Transportation (IDOT) is expected in May 2022. There is no right-of-way acquisition anticipated as part of the proposed County Farm Road Multi-Use Path Improvements. Greenbrook Blvd and County Farm Road is under the jurisdiction and maintenance responsibility of the DuPage County Division of Transportation (DuDOT). Church Road is under the jurisdiction and maintenance responsibility of the Village of Hanover Park. The selected firm shall perform the Phase II design engineering services required in a professional and satisfactory manner. The Village will provide a liaison as a point of contact throughout the Phase II process. All work must be completed in accordance with the Village, IDOT, DuDOT, DuPage County Stormwater Management Department, and Illinois Environmental Protection Agency (IEPA) policies and standards and the approved Project Report. The anticipated scope of services shall include but is not limited to the following: Provide a Phase II project schedule. The schedule should be a working tool that at depicts anticipated design phase milestones, meetings, submittals to various agencies, and completion. Provide for, attend, provide agenda and minutes for a project kick-off meeting, IDOT meeting, three plan review meetings, three utility review meetings and two miscellaneous meetings. Obtain all necessary approvals and permits from various agencies. (NPDES, IEPA,Stormwater Permit, IDOT, DuDOT, etc.) Plan submissions to appropriate utility companies for utility conflict review. Complete and/or update topographic survey necessary to complete the contract plans and documents. Prepare design plans, contract documents, specifications, and any other documentation required for the completion of federal-funded projects for IDOT Letting. Provide project management and oversight throughout the Phase II process to ensure communication, and to control scope, schedule, and budget. Assist Village staff with any necessary IDOT, STP, ITEP, or DuPage Mayors and Managers Conference (DMMC) submittals and updates. Coordinate project reviews with the DuPage County Division of Transportation to ensure work completed along right-of-way of County Farm Road and Greenbrook Blvd meets DuDOT standards. PROJECT SCHEDULE Phase II design engineering is anticipated to begin in June 2022. Once Village staff has negotiated an agreement with the selected firm and received IDOT approval of the Phase II contract, staff will recommend Board approval. After approval and execution of agreement, the Village will send the selected firm a "Notice to Proceed"; and the firm would be expected to begin work within ten days of the receipt of notice. Phase II design shall be completed to meet an IDOT June 2023 State letting. DO NOT SUBMIT INFORMATION ON PRICING OR FEES. The evaluation criteria are as follows: 1. Project Team 25 Points 2. Firms & Subconsultants Experience on Similar Projects 25 Points 3. Proposed Project Approach 20 Points 4. Work Load Capacity 10 Points 5. Past Performance of Work in the Village 20 Points Total Points 100 Points Upon the selection of a short list, the Village will initiate negotiations with the highest ranked firm to develop a scope and fee for the project. If a scope and fee cannot be agreed upon, the second ranked consultant will be engaged in a similar negotiation, and so on until an agreement is reached. The method of contractor selection has not been determined at this time
