PWSA is requesting Proposals for Construction Management and Construction Inspection (CMCI) services for the 2022 Urgent Sewer Repair Contract which includes urgent repair for rehabilitation of the PWSA's public sewer system including storm, sewer and combined sewer facilities as required or directed. The Pittsburgh Water and Sewer Authority (PWSA) currently serves 83,000 drinking water connections and 113,000 sewage service connections. In addition, PWSA also provides bulk water sales to municipalities including Reserve Township, Fox Chapel Borough, and Aspinwall Borough, along with being interconnected to several other regional water systems. PWSA's drinking water system consists of five reservoirs, two water treatment plants, 11 pump stations, 11 tanks, and approximately 1,000 miles of water lines. In addition, PWSA's sewer system is comprised of four booster pumping stations and approximately 1,200 miles of sewer lines. PWSA has about 350 employees across six locations with the main headquarters located at 1200 Penn Ave., Pittsburgh, PA, 15222. There are no pre-defined work areas. Sites will be issued at the Owner's discretion. Emergency work shall require the Consultant's Construction Manager to be available immediately, 24 hours a day for the contract duration to respond and mobilize Construction Inspector to the site within FOUR (4) hours after receiving notification from the Owner. Questions Due Date: Apr 14th 2022, 4:00 PM EDT The construction contracts are anticipated to be awarded at the May 2022 Board Meeting. Contracts include 365 days to substantial completion and 395 days final completion. Notice to Proceed is anticipated to be issued for both contracts on July 1, 2022. The term of this Agreement shall commence upon the Authority's issuance of a Notice to Proceed and shall continue for 450 days from the date of the issuance of the Notice to Proceed (the "Term"). Time is of the essence of this Agreement. Thereafter, this Agreement shall not renew, unless agreed upon in writing between the Parties. Owner reserves the right to reject any Bid and/or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner will reject the Bid of any Bidder that Owner finds, after reasonable inquiry and evaluation, to not be responsible. If Bidder purports to add terms or conditions to its Bid, takes exception to any provision of the Bidding Documents, or attempts to alter the contents of the Contract Documents for purposes of the Bid, then the Owner will reject the Bid as nonresponsive; provided that Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work. The method of contractor selection has not been determined at this time.
