Description This is a PRE-SOLICITATION NOTICE, DOIAFBO220048 for the TPO Roof Repairs for Department of the Interior (DOI) Bureau of Indian Education (BIE) Wingate Elementary School in Fort Wingate, New Mexico, for the Acquisition Division of the Bureau of Indian Education (BIE), Construction and A/E Team. The Government anticipates releasing the solicitation (Request for Qualification (RFQ)) on or about 11 April 2022 and will remain open for approximately 30 calendar days. The RFQ, any and all amendments as well as additional details will be posted on https://www.SAM.gov/. 1. CONTRACT INFORMATION: The Department of the Interior (DOI), Bureau of Indian Education (BIE), Division of Acquisitions is notifying potential Small Business (SB) sources who would be interested in providing re-roofing services of TPO membrane roofing at Bureau of Indian Education (BIE) Wingate Elementary School in Fort Wingate, New Mexico. LOCATION: Project location will be at the Wingate Elementary School in Fort Wingate, New Mexico. SCOPE: The contract scope of work consists of the following discipline of re-roofing project shall comprise of a new mechanically attached, single-ply, white 60 mil TPO membrane over the existing roof. Wing D is approximately 27,100 square feet and wing E is approximately 27,400 square feet. Tapered insulation board shall have a minimum slope of 1/4-inch per foot and shall have an R-value of 30. All low surface areas where ponding occurs shall have crickets or tapered insulation installed to allow for positive drainage. Roofing membrane and flashing shall terminate on top of parapet wall and shall not be exposed to the outside stone wall surface. All new metal drip edge, gutters and downspouts shall be 24 gage pre-finished metal. Install flashing on pipe vents and curbs to meet a minimum of 6-inches height above roof top. Replace all air vents with new metal screened air vents. Install walk pads next to serviceable mechanical roof equipment and at roof edge access. A more detailed statement of work will be provided with solicitation package to all eligible contractors. 2. SET-ASIDE INFORMATION: This procurement is being competed as a 100% Small Business set-aside for all construction firms under the primary North American Industry Classification System (NAICS) Code 238160, Roofing Contractors (small business size standard $16.5). Preference will be given to Native Owned Firms. Details of the preference will be discussed in Section L of the Solicitation. Offerors submitting a qualification package must have an active and valid registration in the System for Award Management (www.sam.gov). NOTE: Registration in the System for Award Management (SAM) database is mandatory to be considered for award.
