Sources Sought Synopsis Design/Build AHU Replacement Project Synopsis: The General Services Administration is looking for firms that qualify under the small business programs represented in the Federal Acquisition Regulations (FAR) Part 19 including 8(a), small business, women-owned small business, small disadvantaged business, Historically Underutilized Business Zone (Hubzone) small business, service disabled veteran owned small business, veteran-owned small business. MARKET RESEARCH IS BEING CONDUCTED to gain knowledge of interest, capabilities, and qualifications of small businesses operating as PRIME CONTRACTORS with the capabilities and experience to perform the required work. This is a request for information/market research to provide data for acquisition planning purposes ONLY. Only interested small business concerns should reply to this synopsis. This sources sought synopsis DOES NOT constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of Construction firms located within 50 miles of Washington, DC, Zip code 20001, to compete for and perform a Firm Fixed Price Contract. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code (236220) should not submit a response to this notice. The Small Business size standard for NAICS code 236220 is $39.5 million dollars in average annual receipts over the past three years. This Sources Sought encourages full and open competition. Prior Government contract work is not required for submitting a response under this sources sought synopsis. A determination by the Government not to complete this requirement as a set-aside based upon responses to this Notice and other Market Research is solely within the discretion of the Government. The General Services Administration (GSA) Public Building Services (PBS), located in the National Capital Region (NCR), is seeking potential sources that are capable of furnishing all management, supervision, quality control, subcontractors, consultants, labor, materials, supplies, and equipment in order to replace 37 Air Handling Units serving the Prettyman Courthouse and Annex with units of comparable size and performance, and that meet the requirements for safety related to COVID-19 including MERV 13 filtration at 1300 Pennsylvania AVE NW, DC. The source must be able to meet all the performance requirements of the GSA and its client, the E. Barrett Prettyman Federal Courthouse. The source shall be capable of determining the most effective and least time-consuming method to replace the Air Handling Units and associated piping, pumps, valves, ductwork, and BAS controls while verifying if the piping and ductwork associated with AHUs are in good operating condition. The design-build services shall also include without being limited to the associated equipment: the piping, taps, valves, controls, and steam piping. Furniture and equipment shall also be furnished by the source for the client as part of this work. The building's design shall ensure the project's adherence to GSA's P-100 and support federal utility use reduction goals, while also meeting the requirements of local authorities. The Government anticipates the award of a single Firm Fixed Price contract. The estimate for this project is between $10,000,000 - $15,000,000 and is a preliminary estimate and is subject to availability of funds. If qualified and interested, per the definition above, please submit a written letter of interest (maximum of 3 pages) via email stating the following: Name of your company, address, SAM Unique Entity Identifier (UEI) /DUNS Number, point of contact with phone number, e-mail address and fax number. Your company's interest in submitting a proposal once solicitation is issued. Business size for the assigned NAICS code. In addition to the size of business, indicate any other socioeconomic designations such as 8(a), Small Disadvantage Business, HUBZone Small Business, Service Disabled Veteran Owned Small Business, Small Women-Owned Business, etc. Company's capability to perform a contract of this magnitude and complexity by including a brief description of at least (2) projects, customer names and phone numbers, timeliness of performance, and dollar values of the projects. Describe your company's bonding capability. If a company is/will be part of a joint venture, state names of joint venture members and their business size(s). Each response shall be reviewed by the Contracting Officer/Specialist for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. All information furnished to the Government in response to this notice will be used for review purposes only. In any joint venture or teaming arrangement, the firm must qualify as a Small Business in accordance with NAICS code 236220 in order to be considered under this Sources Sought Notice. All respondents are reminded that at least fifteen (15) percent of the cost of the contract, not including the cost of materials, shall be performed by employees of the prime contractor per FAR clause 52.219-14(b)(3) - Limitations on Subcontracting. Responses must be submitted to this office in writing, by email no later than 4:00 PM EST on April 06, 2022. All prospective offerors are responsible for monitoring this site for the release of all other information pertaining to the synopsis and future solicitation. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range.
