The Division of Aeronautics is soliciting responses from qualified consultants to provide basic professional engineering, planning & design services as defined by FAA Advisory Circular 150/5100-14d for a Regional Airport Feasibility Study located in the Northeast quadrant of Arkansas. Prospective firms are not to include any information regarding costs/fees in the submitted proposal. Once a successful candidate is identified, all costs and fees will then be negotiated. Subject to receipt of Federal funding, this project will evaluate the need for a commercial service airport in Northeast Arkansas and may also determine the feasibility of improving or redesignating an existing airport or possibly constructing a new airport to serve the needs of Northeast Arkansas as well as the State and National Airport System. The Study will adhere to all applicable FAA policies such as those found in AC150/5070-7 "The Airport System Planning Process, published on January 15, 2015, and FAA Order 5100-38D. Selection Criteria will include: Recent experience in airport projects, capability to perform all aspects of project, reputation, ability to meet schedules within budget, quality of previous airport projects/studies undertaken, interest shown and consultant qualifications. Prospective firms are not to include any information regarding costs/fees in the submitted proposal. Once a successful candidate is identified, all costs and fees will then be negotiated. Prospective Consultants are advised that applied overhead rates must be in accordance with the cost principles established within Federal Regulation 48 CFR Part 31, Contract Cost Principles and Procedures. The successful firm will be required to submit a copy of their current overhead rate audit certification. This contract is subject but not limited to the following Federal provisions: Title VI of the Civil Rights Act of 1964 Section 520 of the Airport and Airway Improvement Act of 1982 DOT Regulation 49 CFR Part 18.36(i) - Access to Records DOT Regulation 49 CFR Part 26 - Disadvantaged Business Enterprises Participation The Arkansas Division of Aeronautics reserves the right to reject any or all proposals, as well as to accept the proposal which best matches the needs of the State as determined at the sole discretion of the Division. Additionally, the Division of Aeronautics reserves the right to cancel or postpone the project, or amend the scope-of-work as Federal and/or State funds warrant. The Agency reserves the right to award one or more contracts under this solicitation and to negotiate fees on a percentage basis, lump sum basis or an hourly not-to-exceed basis on individual project assignments as appropriate for the contemplated work.
