The City of Natchez is in receipt of Department of the Treasury Coronavirus State and Local Recovery Funds (SLFRP) established under the 2021 American Rescue Plan Act, or ARPA, which will be used to fund the Project. All contracts funded in whole or in part with these funds shall be subject to all applicable federal regulations, contract terms and requirements. The work shall consist of, but is not limited to, the placement of retaining walls, raising the embankment of Silver Street, placement of sidewalks, railing, and lighting at "Natchez Under-theHill" in Natchez, MS. In addition and included in the Project is the construction of a privatelyoperated ramp on city property. The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment, and materials required by the specifications and the drawings referred to in the Project Plans, Specifications and Contract Documents. The contract time for this capital improvement project is 100 working days Each bid must be accompanied by a certified check, cashier's check, or Bid Bond acceptable to the City of Natchez in the amount of 5% of total bid amount. One hundred percent (100%) Performance and Payment Bonds are required. Licensing and other certification of qualifications will be required as specified in the Contract Documents. The City of Natchez reserves the right to reject any and all bids, to waive any informalities or irregularities in bidding, to negotiate with the lowest and best bidder to reduce the bid price to come within the funds allocated for the work, to reduce the job in order to stay within available funding or as desirable in the discretion of the Board of Aldermen, and to accept bids by classes and/or groups, if applicable.
