The contract will be awarded to the lowest/most responsible proposer; the City of Scranton reserves the right to reject any or all RFPs or any part of the RFP in connection with said project. Bidding shall be in compliance with Section 603 of the Administrative Code of the City of Scranton. The Contract, when awarded shall be subject to the Davis Bacon and Related Act. The successful proposer shall be an Equal Opportunity Employer. The Office of Community Development under the U.S. Department of Housing and Urban Development (HUD) will fund CDBG projects.
