DESCRIPTION OF PROJECT City of Charlotte Storm Water Services is soliciting Statements of Qualifications (SOQ) from qualified engineering companies (Company) to provide Asset Management and Long-Term Planning Services (Project). BACKGROUND The Company will coordinate with and assist Storm Water Services Staff to develop, support and implement asset management and long-term planning services for the City's drainage system. Storm drainage systems convey rainwater to reduce flooding, protect property, and ensure public safety. Storm Water Services is responsible for smaller streams and manmade drainage systems draining less than one square mile. SCOPE The following is a general description of the tasks required. This is not intended to be allinclusive, nor is it guaranteed that all the below tasks will be utilized. A more defined Scope of Work will be developed during negotiation with the selected company. o Develop and support implementation of the Storm Water Asset Management Plan o Identify and develop asset management policy and strategy with primary objectives being proactive inspection, maintenance, and renewal of infrastructure to keep the storm drainage system operating effectively. o Develop and implement data management, workflow processes and data governance practices, policies, and procedures. o Develop key metrics and performance indicators for program reporting o Develop decision trees, degradation curves, and life cycle costs. In addition, support the evaluation of risk and condition scoring metrics. o Support the automation of risk assessments and development of best practices for managing information used in risk assessments. o Develop and evaluate operational and capital investment strategies and their long-term costs. o Provide support and guidance in identifying, evaluating, and determining what, if any, computer software or tools are needed to support life cycle costs, level of service, and asset-management related financial planning and decisions.
