Site work and paving for a mixed-use development in Mount Holly, New Jersey. Completed plans call for site work for a bridge / tunnel; sidewalk / parking lot; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The proposed work generally consists of the construction of a prefabricated 10-foot-wide multi-use footbridge from the southeast bank (Sunset Drive) to the northeast bank (Lake Drive). The construction of 2 boardwalks with hand railings along with sidewalks and ADA ramps will complete the project. Drawings, Specifications, and Contract Documents for the proposed work, prepared by Environmental Resolutions, Inc., have been filed in the Office of the Project Engineer at 815 East Gate Drive, Suite 103, Mount Laurel, New Jersey 08054, and may be inspected by prospective bidders during normal business hours. The proposals must be enclosed in a sealed envelope bearing the name and address of the bidder and the contract description on the outside, and addressed to: Ms. Sherry Marnell, Township Clerk, Township of Mount Holly, 23 Washington Street, Mount Holly, New Jersey 08060. Please submit your Letter of Federal Approval or your New Jersey Certificate of Employee Information Report with this bid. If you do not have either document, you will be required to complete and submit Affirmative Action Employee Information Report (AA302). Bids must be accompanied by a Certified Check, Bid Bond or Cashier's Check drawn to the order of the Township of Mount Holly for ten percent (10%) of the total amount bid, provided said security need not be more than $20,000.00. All bid guarantees shall be accompanied by an executed consent form from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance Bond upon the award of contract. The Township of Mount Holly assumes no responsibility for bids returned by mail or delivered after the deadline for submission of bids. Contractor shall be required to provide a copy of its business registration certificate pursuant to N.J.S.A. 40A: 11-23.2 upon award of contract. Respondents are required to comply with applicable statutory requirements set forth in the bid specifications including but not limited to the NJ Public Contracts Law, related Procurement Laws and Truth in Contracting, P.L. 1999, c440, P.L. 1975, c127, N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27-1 et seq. and P.L. 1963, c. 150 (Prevailing Wage), Title 11 of the Americans With Disabilities Act of 1990 (42 U.S.C. S121 01 et seq.) and N.J.S.A. 19:44A-20.4 et seq. (Pay to Play). The right is reserved to reject any or all proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgment of the Township of Mount Holly makes the most advantageous bid and to waive such informalities as may be permitted by law. The successful bidder shall supply all labor, materials and equipment required to complete the work as set forth in the general provisions of the contract, including General and Supplemental Conditions and Technical Specifications. Any quote may be withdrawn prior to the above schedule time for the opening of quotes or any authorized postponement thereof. Quotes received after time and date designated shall not be considered. Proposals shall be submitted on the appropriate form properly filled out and duly executed. The bidder shall state unit price bid in the proposal required to fulfill the intent of these specifications. The successful bidder shall, within ten (10) days after official acceptance by the Township of Mount Holly, execute a contract and deliver same to the Township of Mount Holly. Failure to do so will be considered as an abandonment of the contract. GENERAL: The owner reserves the right to reject any or all quotes and to accept the quote which best appears to be in their best interest. The owner also reserves the right to consider any proposal invalid which considers furnishing said items which do not conform strictly to what is specified. If a nonconforming proposal is not discovered at the time of the quote opening, the owner reserves the right to reject said proposal at any time prior to execution of the contracts by them. The said item shall be delivered as specified, serviced and guaranteed strictly in accordance with the specifications. Said manufacturer's specifications and/or instructions shall be hereby made a part of this proposal by the submission of bid and as such should be attached. Bidders must submit a valid Business Registration Certificate with any bid submission as well as valid Business Registration Certificates for any Sub-Contractors that are to be utilized. It is the intention of these Specifications and Plans to provide and secure the construction of the Buttonwood Dam Pedestrian Bridge project for the Township of Mount Holly, Burlington County, New Jersey complete in every detail as shown or specified, for the prices bid in the Proposal.
