Proposals for the contracts will be accepted only from Bidders who have been properly qualified in accordance with the requirements of the specifications. Bidders shall submit with the bid a certified check, cashier's check or bid bond in the amount of ten percent (10%) of the total price, but not in excess of $20,000, payable to the Village. The successful Bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964, and the requirements of P.O. 1975, c. 127. Bidders shall submit with the Bid a certificate with power of attorney for full amount of Bid price from a surety company authorized to do business in the State of New Jersey and acceptable to the owner stating that it will provide said Bidder with a performance bond in the full amount of the Bid. The awarded Bidder shall with the delivery of the Performance Bond submit an executed payment bond to guarantee payment to laborers and suppliers for the labor and material used in the Work performed under the Contract ("Payment Bond"). Bidders are required to provide a copy of their Public Works Contractor registration with the bid pursuant to P.L. 1999, c.238. Bidders are required to provide a copy of their Business Registration with the bid pursuant to P.L. 2004, c.57. The Township of South Orange Village reserves the right to waive any informalities or irregularities in the bid received, and to reject any and/or all bids as in its judgment may best serve the interest of the Village. The Village shall have a maximum of sixty (60) days from the receipt of bids to either accept or reject them.
