Site work, paving and renovation of a mixed-use development in Hornell, New York. Design plans call for the renovation of a clubhouse / community center; for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
As of January 4, 2024, an architect has been selected for the project. Construction is estimated to take place in spring of 2024. *The closed solicitation has been included below for reference: CR Number: 2085389 Project Engineering and Design for the City of Hornell Downtown Revitalization Initiative. (DRI) Design standards, Streetscape enhancements, way-findings and parks developments The City of Hornell is the Lead Agency working with the NYS Department of State to complete six separate projects with a combined budget of $5,265,000, including design and engineering. Engineering, design, and construction management services are needed for the following six projects: a) Establish Downtown Design Standards - Development of building and site standards to ensure high quality rehabilitation and new construction projects consistent with established character of downtown. Budget: $50,000. b) Transformation of Hornell Community Arts Center - Located at 58 Broadway Mall, the Hornell Community Arts Center will be transformed into a sought-after community space by implementing a range of interior and exterior building enhancements, including building signage, facade improvements, landscaping, new entry and restroom upgrades to be ADA compliant. Budget: $200,000. c) Main Street Streetscape Enhancements - Streetscape improvements to include a range of pedestrian and aesthetic enhancements, including decorative crosswalks, bump outs, streetscape furniture, and lighting upgrades along the length of Main Street within the DRI. Budget: $2,800,000. d) Enhancements to Pedestrian Alleyways - Enhancements to seven existing pedestrian alleyways connecting commercial corridors to public spaces and parking lots. Safety and aesthetic enhancements to be consistently applied to create a cohesive experience. Budget: $1,200,000. e) Creation of a New Park Space - Creation of a new downtown park space for flexible programming and special events, including a raised stage, walkways, fountain, and pedestrian amenities. This new park will be located on a parcel acquired by the City of Hornell on Seneca Street (Tax ID#151.64-01-035) in front of Community Bank (1 Steuben Square). Budget: $765,000. f) Downtown Wayfinding and Public Art - Implement a comprehensive wayfinding system to provide directional guidance to downtown destinations and public parking facilities. Incorporate public art into the streetscape to enhance the wayfinding experience. Budget: $250,000. Service-Disabled Veteran-Owned Set Aside: No Contract term: three years with two one year extention From date of contract execution until completion of project construction. It is the goal of the Village that construction of the park project be completed by November of 2022, and all other projects by the end of 2023. The method of Contractor Selection has not been Determined at this time.
