NOTICE TYPE: Combined Synopsis/Solicitation SYNOPSIS: This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued separately. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-05 dated March 7, 2022. The solicitation number is 20225701141 and this solicitation is issued as a request for proposal (RFP). All proposals must remain valid for 120 days after receipt. This requirement is being procured as full and open competition. The associated North American Industry Classification System (NAICS) code is 238210 Electrical Contractors and Other Wiring Installation Contractors, with a corresponding small business standard of $16.5 million. It is highly recommended offerors schedule a site visit. All vendors must adhere to COVID-19 requirements for social distancing and the use of personal protective equipment (PPE) (i.e. mask and gloves) while attending the site visit. DESCRIPTION: The United States Section of the International Boundary and Water Commission (USIBWC), Amistad Power Plant located at 670 Texas Spur 349, Del Rio, Texas 78840 requires electrical services to install components associated with the 15Kv Switchgear, in accordance with the attached Performance Work Statement (PWS). The Contractor will provide services to replace existing two (2) 150DHP750C and two (2) 75DHP500 15KV Porcel-line type DHP Magnetic Air Circuit Breakers with two (2) 150DHPVR5002000 and two (2) 150DHPVR750C1200 15KV Vacuum Type Circuit Breakers and the obtaining of one (1) Remote Circuit Breaker Racking System (RPR2 or equivalent). The Government will award one Firm Fixed Priced contract resulting from this solicitation to the responsible Offeror based on Lowest Price Technically Acceptable. Technical acceptability will be based on the Contractor's Technical Approach, Expertise and Qualified Personnel to provide the services, and Past Performance. TECHNICAL APPROACH: Proposal must demonstrate the technical approach by providing a two to three-page narrative addressing the items in the SOW. The narrative shall at a minimum include your plan of action, equipment, key team members, and schedule. PAST PERFORMANCE: Proposal shall demonstrate successful past performance of at least three (3), but not more than five (5) references for projects of similar scope and size. All prospective offerors must have past performance references complete the attached Past Performance Questionnaire and return the questionnaire via email to carmella.speer@ibwc.gov and sylvia.grindstaff@ibwc.gov. Failure to submit required technical approach and past performance will deem a proposal non-responsive and no consideration for award will be given.
